Complete site clearance work
Acting Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that for the T1 construction route, 100% of the land has been handed over, and the remaining 4,500 m2 of a household will be handed over to the contractor on June 3. For the T2 construction route, there are still 30 households that have not been relocated or handed over their land, and the locality will enforce the eviction after June 30.
Regarding the relocation of electrical infrastructure, Long Thanh district coordinated with the contractor to cut off power at 5/10 points that needed to be relocated to serve the construction, while the medium-low voltage system has completed the paperwork and is undergoing appraisal for implementation.
Dong Nai has completed 21/21 technical infrastructure packages for resettlement areas; 7/11 social infrastructure works.
"Dong Nai must commit to not delaying the project's construction progress. You can call to discuss and make direct proposals if there are any problems, without having to send documents up and down," said the Deputy Prime Minister.
Regarding the progress of component 2 project (air traffic control tower, radar stations, radio transceiver stations, etc.), the representative of Vietnam Air Traffic Management Corporation said that the construction progress of the rough construction of the bid packages is meeting and exceeding the requirements. Vietnam Air Traffic Management Corporation has conducted bidding to select consultants to build the equipment installation bid packages, which has been 50% completed and will issue bidding documents in June.
Passenger terminal and runway construction package may be ahead of schedule
Reporting to the Deputy Prime Minister on the implementation of component project 3 (passenger terminal, airport construction, cargo terminal No. 1, etc.), Mr. Vu The Phiet, General Director of Vietnam Airports Corporation (ACV), said that the passenger terminal package was 10-20 days ahead of schedule. The main contractor submitted a list of equipment in accordance with the bidding documents, 90% of the steel structure volume has arrived at the project, expected to be installed from August 2024.
The package for runways, taxiways, and aircraft parking lots is targeted to be completed, calibrated, and flight-calibrated by April 30, 2025, 3 months ahead of schedule.
The construction package of traffic routes connecting the passenger terminal with National Highway 51 and the Ho Chi Minh City-Long Thanh-Dau Giay Expressway is being implemented according to schedule.
ACV has directed the Project Management Board to review the progress and construction time of the remaining packages to match the progress and avoid conflicts and intersections during the construction of the passenger terminal.
"Equally important is that the completion progress of component projects, especially essential packages, must match, otherwise it will affect the connectivity and progress of the entire project," Mr. Vu The Phiet added.
In addition, ACV leaders also proposed a plan to prepare for the construction of phase 2 so as not to affect the exploitation activities of phase 1, based on adjusting the investment policy of the phase 1 project.

Bidding packages under component project 4 are still not available for bidding.
Reporting on the bidding status of packages under component project 4 (including cargo terminal, aviation logistics area, aircraft maintenance area, catering, and airline operations center), a representative of the Civil Aviation Authority of Vietnam (Ministry of Transport) said that the biggest problem is calculating the investor's contribution to the state budget throughout the project's life cycle.
Deputy Minister of Planning and Investment Do Thanh Trung said that sharing revenue, profit and risk in projects is an international practice, and must be based on the specific operational factors of each industry. The Civil Aviation Authority needs to consult and take advice from ACV's experience in bidding for non-aviation services.
Agreeing with this opinion, Mr. Vu The Phiet suggested that the essential items of component project 4 such as cargo terminal, aviation logistics area, aircraft maintenance area, catering area... must be implemented very urgently, otherwise even if other component projects are completed ahead of schedule, the whole project cannot operate.
The Deputy Prime Minister requested the Ministry of Transport and the Civil Aviation Authority of Vietnam to work with the Bidding Department (Ministry of Planning and Investment) to clearly define and take responsibility for standards and information on services and products to select investors with sufficient capacity, technology, reputation, and Vietnamese brands, providing the best services, attracting customers in the region, contributing to spreading the identity and traditions of the nation, in accordance with the scale of the region's international airport.
"The items of component project 4 will determine the reputation, quality, and competitiveness of an international airport in the region," said the Deputy Prime Minister.
It is known that in Official Dispatch No. 1900/VPCP-CN, issued on March 23, 2024, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Transport to proactively coordinate closely with the ministries of Planning and Investment, Justice, Natural Resources and Environment, and Public Security, based on current laws and instructions from Government leaders, to urgently deploy necessary tasks according to regulations to promptly select investors for Component Project 4, Long Thanh Airport Phase 1 in accordance with the correct procedures and regulations.
Services at Long Thanh airport must meet top standards
Concluding the meeting, the Deputy Prime Minister commended and appreciated the efforts of Dong Nai province in basically completing the site clearance work according to the set plan and committed to a specific deadline for handing over the remaining area, without delaying the project's progress.
ACV is determined to promote initiatives in implementing the bidding packages of component project 3 in an orderly manner, monitoring overall quality, and possibly exceeding the set schedule.
Vietnam Air Traffic Management Corporation has been proactive and creative in implementing the bidding packages of component project 3, achieving and exceeding the planned progress.
For the bidding packages of component project 1 (construction of headquarters of state management agencies), the Deputy Prime Minister requested the Ministry of Transport to work with ministries and branches, then synthesize and report to the Government on detailed plans, specifically on the time of commencement and completion.
Regarding the bidding packages of component project 4, the Deputy Prime Minister stated that it is necessary to determine the completion time of essential items, ensuring synchronization with the progress of the entire project. This is a political task, of legal nature, and a prerequisite to ensure the completion of the entire project.
The Ministry of Transport is responsible for the overall and synchronous design of cargo terminals, aviation logistics areas, aircraft maintenance areas, aviation staff accommodation, catering areas, etc. to meet world-class standards; providing the best and most modern services. Bidding packages must select international investors with full capacity, experience, prestige, professional and technical qualifications, operating at the world's leading airports, with effective business plans; and at the same time attracting the participation of Vietnamese enterprises.
The Deputy Prime Minister emphasized that the time for completion and organization of bidding is extremely important. By June 15, the Civil Aviation Authority must announce the bidding documents.
"You can choose an experienced international consulting unit to develop bidding packages, evaluate and evaluate bids," the Deputy Prime Minister suggested and assigned the Ministry of Planning and Investment to coordinate with ministries and branches, mobilize a number of experts to support the Ministry of Transport and the Civil Aviation Authority of Vietnam to develop bidding packages and organize bidding for bidding packages of component project 4.
The Ministry of Transport is responsible for general coordination and connection of all component projects.
Emphasizing that the organization of construction work on large construction sites must have clear responsibilities, the Deputy Prime Minister requested the Ministry of Transport to be responsible for overall coordination, discipline in updating, monitoring progress, and connecting all component projects. Investors of each component project are responsible for the organization of construction activities of each bid package. The bid packages for the construction of transport infrastructure connecting Long Thanh airport with provinces and cities must also ensure overallity and coordination with the progress of other component projects.
The Deputy Prime Minister also assigned the Ministry of Transport to conduct a comprehensive and complete summary and assessment of the results of the implementation of Resolution 95/2019/QH14 on the Feasibility Study Report on the Long Thanh International Airport Construction Investment Project Phase 1; clarify the existing problems, causes, responsibilities and solutions, along with a specific completion deadline; report on the implementation of the investment policy to build resettlement areas to serve the Long Thanh airport project; study and propose adjustments to the investment policy of the project Phase 1 to effectively utilize resources in preparation for the implementation of the construction of Phase 2 of Long Thanh airport...
