On the afternoon of September 24, during his working program in Dong Nai province, Prime Minister Pham Minh Chinh inspected the progress of two key transport infrastructure projects in the area, including the Long Thanh International Airport project and the Bien Hoa-Vung Tau expressway.

This is the fourth time the Prime Minister has inspected and urged the Long Thanh International Airport project in the past two years, showing the special attention of the Party and State to this project.

With the strong direction of the Prime Minister, the active participation of ministries, branches, localities, relevant agencies and the proactive and drastic action of the Vietnam Airports Corporation (ACV), especially the thorough implementation of the Prime Minister's direction clearly defining "2024 as the year of acceleration, 2025 as the year of breakthrough", the project implementation progress has achieved many very positive results.

From February 2024 (the last time the Prime Minister visited the project) until now, after only 7 months, many items and projects have achieved large construction volumes.

In which, component project 2 - Air traffic control tower has been 2 months ahead of schedule. In particular, with component project 3, the passenger terminal has now achieved 100% completion of the foundation, the construction progress has exceeded 20 days for the rough part and 10 days overall; the runway has now basically completed the foundation, 3 months ahead of the contract schedule.

At the working session at the project site, Prime Minister Pham Minh Chinh stated that this is a symbolic project of the 13th National Party Congress. Therefore, the Prime Minister requested to shorten the progress compared to before, with the goal of basically completing this symbolic project by December 31, 2025 to celebrate the 14th National Party Congress, the 80th anniversary of National Day, the 50th anniversary of the liberation of the South, and the reunification of the country.

The Prime Minister assessed that this is a large-scale project, and we do not have much experience in implementing it, while facing many difficulties and challenges, such as the weather and especially the COVID-19 pandemic. However, the Prime Minister said that compared to the first time he was present at the project, the results so far have been relatively optimistic, with much hope and confidence.

The Prime Minister commended the relevant entities in the project implementation, especially Dong Nai province, which has made great efforts in site clearance, which has been basically completed, reaching 98.92%; and thanked the people of Dong Nai for giving up their land, places to live, earn a living, cultivate, and even places of worship... for the project.

The Prime Minister commended the Vietnam Airports Corporation (ACV), Vietnam Air Traffic Management Corporation, contractors, construction units, consulting units and more than 6,000 engineers, workers and laborers who "overcame the sun, overcame the rain, and were not defeated by storms", "worked in 3 shifts, 4 shifts", "through holidays, Tet, and days off" to speed up construction progress, bringing the projects to completion ahead of schedule.

The entire project has completed a large amount of work, the shape of the project has become increasingly clear; many packages are ahead of schedule, the construction site mobilized more than 6,000 workers and 2,200 construction equipment.

In addition to the very positive and satisfactory results, some works are still slow, such as component project 1 - the animal/plant quarantine agency headquarters has not completed the investment approval procedures; component project 4 (cargo terminal, hangar...) has not selected an investor, and is behind schedule...

The Prime Minister emphasized that we have enough basis to shorten the progress, basically completing the project by December 31, 2025, because we have become more mature, have more experience in implementing large infrastructure projects, the procedures have been basically completed, especially the site clearance work has been basically completed, human resources and machinery at the construction site are relatively sufficient.

The Prime Minister requested to rebuild the critical path in accordance with the above-mentioned goals; high determination, great efforts, drastic actions, clear assignment of people, work, progress, responsibility, and results; main contractors mobilize subcontractors in the region to participate; review all contracts with foreign partners to ensure consistency; control construction quality; ensure safety, environmental sanitation, techniques, and aesthetics; always pay attention to workers on the construction site; ministries and branches must speed up the progress of related procedures such as appraisal, audit, etc.; when there are problems, they must immediately report to the competent authority, directly to the Prime Minister - Head of the State Steering Committee for important national projects and works, key projects of the transport sector.

The Prime Minister requested the Ministry of Transport to urgently report to competent authorities the investment plan for the second runway. Deputy Prime Minister Le Thanh Long directly directed the report to propose adding this content to the agenda of the 8th session of the 15th National Assembly.

Dong Nai province urgently completes site clearance and handover to investors for project implementation; compensation and resettlement arrangements must comply with regulations, ensuring that people have new housing that is better than or equal to their old housing. Dong Nai province People's Committee studies the development plan for Long Thanh city as an airport city.

The Ministries of Transport, Finance, Planning and Investment and the State Capital Management Committee at Enterprises shall implement the Government's directives on the implementation of the Ho Chi Minh City-Long Thanh expressway expansion project; the Ministry of Transport and relevant agencies shall urgently study and implement traffic routes connecting to Long Thanh airport (including railway and metro options...).

The Prime Minister requested to launch a 450-day emulation campaign so that the project can be completed by December 31, 2025; continue to make more efforts and be more determined to implement the project.

In particular, ACV urgently implements the remaining bidding packages of component project 3. The Ministry of Agriculture and Rural Development urgently arranges capital to implement the construction of the animal/plant quarantine station headquarters, ensuring synchronous completion with the items of the entire project. The Ministry of Transport is responsible for and urgently deploys the selection of investors for component project 4, presides over the coordination of the construction progress of component projects 1, 2, 4 with ACV's component project 3...

The Prime Minister emphasized that with the current momentum in implementing Long Thanh airport, we are ready to implement the North-South high-speed railway project, another symbolic project in the new development stage of the country - the era of national growth.

Prime Minister inspects Bien Hoa-Vung Tau expressway project

On the same afternoon, the Prime Minister inspected the progress of the Bien Hoa-Vung Tau expressway project in An Phuoc commune, Long Thanh district, Dong Nai province.

The Prime Minister presented gifts and encouraged officials and workers who are implementing package 21 constructed by many contractors, in which the construction of contractor Lizen is more than 1 month ahead of schedule compared to the registered schedule for the "500 days and nights of competition to complete 3,000km of expressway".

The Bien Hoa-Vung Tau Expressway Construction Investment Project, Phase 1, is 53.7 km long (of which the section through Dong Nai province is 34.2 km long; the section through Dong Nai province is 19.5 km long; the total investment is 17,828 billion VND.

The project consists of 3 component projects, of which component project 1 is managed by Dong Nai Provincial People's Committee with a length of about 16 km, located in Dong Nai province, with an investment of 6,012 billion VND.

Component project 2 is managed by the Ministry of Transport with a length of about 18.2 km, located in Dong Nai province, with an investment of 6,852 billion VND.

Component project 3 is managed by the People's Committee of Ba Ria-Vung Tau province with a length of about 19.5 km, located in Ba Ria-Vung Tau province, with an investment level of 964 billion VND.

The National Assembly Resolution requires the project to be basically completed by 2025 and put into synchronous operation by 2026.

Currently, the project component 3 by Ba Ria-Vung Tau province is progressing relatively well; the province has promptly handed over 100% of the area to contractors and can complete the project ahead of schedule.

In Dong Nai, the handover of land and relocation of technical infrastructure is still slow compared to the required progress (42.2% of component project 1 has been handed over, 51.4% of component project 2 has been handed over).

The reserves and exploitation capacity of the earth fill mines in Dong Nai province have not met the demand. The search and survey of mining locations according to the contractor's special mechanism have encountered many procedural difficulties.

At the construction site, the Prime Minister emphasized the importance of the Bien Hoa-Vung Tau expressway project, with its vital role connecting key growth localities, airports, major seaports, etc.

The Prime Minister praised the positive results in the implementation of the project in Ba Ria-Vung Tau province. Dong Nai has also made many efforts, but currently the "key" to ensuring the project's progress lies in Dong Nai's hands, with 2 component projects located in the province.

Therefore, the Prime Minister stated that the biggest problem with the project at present is site clearance. Dong Nai must focus on this work, launch a site clearance campaign under the leadership and direction of the Provincial Party Secretary, mobilize the entire political system, actively mobilize the people, and the participation of socio-political organizations. As for component project 2, by October 15, the site handover to the contractor must be completed.

Along with that, Dong Nai must resolutely ensure adequate supply of raw materials for contractors, and the Ministry of Natural Resources and Environment supports the province in procedures to quickly supply raw material mines.

Dong Nai and the Ministry of Transport directed contractors to work "3 shifts, 4 shifts", "eat and sleep quickly", "Overcome the sun, overcome the rain, not lose to the storm", work on holidays, Tet, contractors must mobilize additional local subcontractors, such as the construction of the 500 kV power line circuit 3.
