According to the report of Deputy Minister of Transport Le Anh Tuan on the implementation of the Long Thanh International Airport Construction Investment Project Phase 1, component project 1 (headquarters of state management agencies) is being implemented according to the committed schedule; the animal/plant quarantine agency headquarters is being prepared by the Department of Animal Health and the Plant Protection Department (Ministry of Agriculture and Rural Development) to propose investment policies, and capital has not been allocated for implementation.

Component project 2 (works serving flight management), component project 3 (essential works in the airport) are continuing to focus on human resources and equipment to complete items on schedule, ensuring project technical standards, synchronizing with the overall project.

Regarding component project 4, Deputy Minister Le Anh Tuan said that the Civil Aviation Authority of Vietnam has completed the bidding documents for urgent works that need to be implemented immediately to ensure service when Long Thanh International Airport is put into operation in phase 1: Aircraft cleaning and maintenance areas for ground service vehicles No. 1 and 2; aviation catering areas No. 1 and 2; aircraft maintenance and repair areas No. 1, 2, 3 and 4.

The Civil Aviation Authority of Vietnam is waiting for the Decree amending and supplementing Decree No. 23/2024/ND-CP regulating the selection of investors to implement projects that must be organized for bidding, to issue bidding documents.

The goal is to ensure that the selection of investors complies with legal regulations; select investors with sufficient capacity, technology, reputation, Vietnamese brand, providing the best services, attracting customers in the region, contributing to spreading the identity and traditions of the nation, in accordance with the scale of the region's international airport.

General Director of Vietnam Airports Corporation (ACV) Vu The Phiet added a number of items that must be invested in immediately to serve the synchronous operation chain of ACV: Cargo Terminal No. 2, express cargo terminal, cargo warehouse No. 1. In addition, there are items: Airport hotel, airport city, solar power system.

Regarding the problem of the airline operations center bidding package, Mr. Vu The Phiet proposed a bidding approach according to the concession plan.

Notably, through ACV's review, currently 22 items of component project 4 have no master plan study, no basic design; no feasibility study report has been prepared; no general plan for infrastructure and operation chain connection with the remaining component projects.

Discussing solutions to promote component project 4, the members of the Working Group agreed on the viewpoint of "solving any difficulties"; "building a progress critical path" for items in component project 4, clearly stating the final completion date to ensure synchronization with the progress of other component projects, thereby determining the work contents, associated with the responsibilities and coordination of relevant units and agencies in bidding and selecting investors.

Vice Chairman of the State Capital Management Committee at Enterprises Nguyen Ngoc Canh suggested that if the Ministry of Transport and the Civil Aviation Authority of Vietnam cannot implement the bidding packages of component project 4 by the set deadline, they should transfer them to other units to implement.

Concluding the meeting, the Deputy Prime Minister emphasized the importance of removing difficulties and obstacles in investment procedures for items of component projects, especially component project 4; at the same time, connecting and coordinating synchronously and smoothly the progress between component projects. "We must clearly identify the causes, especially the implementation capacity, and propose effective solutions," said the Deputy Prime Minister.

The Deputy Prime Minister assigned the Ministry of Transport to establish a working group including representatives of the Civil Aviation Authority of Vietnam, ACV, Ministry of Planning and Investment, and Finance to review bidding documents, advise on the application of mechanisms and legal policies of the Law on Land, Bidding, and Aviation in the implementation of bidding packages under component project 4, first of all urgent items such as: Aircraft cleaning and maintenance area No. 1, 2; Airline catering area No. 1, 2; Aircraft maintenance and repair area No. 1, 2, 3, 4.

The bidding documents must select investors that meet the criteria of financial capacity, technical capacity, and management capacity to ensure the provision of international quality aviation services as soon as Long Thanh airport comes into operation in phase 1.

Regarding the package for the airline operations center, the Deputy Prime Minister requested the Ministry of Transport and the Civil Aviation Authority of Vietnam to urgently bid to select investors to implement the project according to the schedule, in accordance with the basic design, architecture, and functions...

The Ministry of Transport reviewed all other items of component project 4 that must be implemented in phase 1 such as cargo terminal, express delivery terminal, cargo warehouse, airport city, solar power system, fuel pipeline system, etc. and agreed with the State Capital Management Committee at enterprises on assigning ACV to take the lead in implementing the investment, to form a synchronous exploitation ecosystem.

"The Ministry of Transport must build a critical path for the implementation of project component 4," said the Deputy Prime Minister.

Leaders of the Ministry of Transport worked with leaders of the Ministry of Agriculture and Rural Development, the Ministry of Health, and Dong Nai province to completely handle the items of component project 1 that have not been implemented.

The Deputy Prime Minister also directed the Ministry of Transport to preside over and coordinate with the Ministry of Planning and Investment and ACV to report on the implementation of the Long Thanh International Airport Construction Investment Project (Long Thanh Airport) Phase 1, submit it to the Government, and report to the National Assembly at the 8th Session of the 15th National Assembly; connect expressways to Long Thanh Airport; build infrastructure to supply fuel; develop a progress critical path diagram for the overall project...
