Prime Minister Pham Minh Chinh: Launching a competition to basically complete Long Thanh airport by December 31, 2025

During the working program in Dong Nai , on the afternoon of September 24, Prime Minister Pham Minh Chinh and the working delegation inspected and urged the implementation of important and key projects in Dong Nai province, including: Bien Hoa - Vung Tau Expressway Construction Project and Long Thanh International Airport Project.

Urgent handover of Bien Hoa - Vung Tau expressway site

The Bien Hoa - Vung Tau Expressway Construction Investment Project Phase 1 has a total investment of more than 17.8 trillion VND; construction started in June 2023, expected to be completed by the end of 2025 and put into operation in 2026.

The expressway has a total length of 53.7 km, the starting point of the project intersects with the National Highway 1 bypass through Bien Hoa city, Dong Nai province and the end point intersects with National Highway 56 in Ba Ria - Vung Tau province.

The project is divided into 3 component projects. The section through Dong Nai province, 34.2 km long, has two component projects 1 and 2, of which component project 1 is managed by the People's Committee of Dong Nai province, with a length of 16 km.

After 15 months of implementation, the project is now being focused on simultaneous construction. In particular, in component project 1, Dong Nai province has handed over 42% of the site, and is focusing on relocating technical infrastructure works; the implemented construction packages have achieved a total output of about 128/2,850 billion VND, reaching 4.5%.

Prime Minister Pham Minh Chinh visited and presented gifts to the forces constructing Package No. 21, Component Project 1, constructed by the consortium of Lizen Joint Stock Company, Hai Dang Joint Stock Company, Construction Corporation No. 1, and Joint Stock Company 368 in An Phuoc commune, Long Thanh district, Dong Nai province.

Prime Minister Pham Minh Chinh directed that the most important task is site clearance, Dong Nai must make efforts to complete the handover of the project site 2 to the contractor by October 15. "Dong Nai must launch a site clearance campaign, mobilize the entire political system to mobilize people to hand over the site, along with taking care of new housing for the people," the Prime Minister pointed out.

The Prime Minister requested the Ministry of Natural Resources and Environment to support Dong Nai province in ensuring adequate supply of raw materials for contractors. Units and contractors must organize construction in "3 shifts, 4 shifts", "eat and sleep quickly", "brave the sun, overcome the rain, not lose to the wind and storms", "work on holidays, public holidays, and Tet". Dong Nai must mobilize youth, women, police, and military forces to support construction units. Contractors must mobilize more local subcontractors in the spirit of constructing the 500kV Line 3.

Informing that the expressway connects two other expressways, the Prime Minister requested Ba Ria - Vung Tau province to study opening more intersections to Cai Mep - Thi Vai port to exploit new development space. The Prime Minister requested that if there are any problems beyond the authority to resolve, they should be reported to the Prime Minister for consideration.

On the same afternoon, Prime Minister Pham Minh Chinh inspected the implementation of the Long Thanh International Airport Project (Long Thanh Airport) to grasp the situation, encourage, urge and promote progress so that the project can be completed on time, welcoming the 14th National Party Congress.

The Long Thanh airport project has a total estimated investment of more than 16 billion USD, divided into 3 phases. Of which, phase 1 is more than 5.4 billion USD, with an investment scale of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year. It is expected to be completed and put into operation in 2026.

The project consists of four component projects: Project to build headquarters of state management agencies; Project to build works serving flight management; Project to build essential works in airports; Project to build ground service works.

According to Vietnam Airports Corporation, the construction of the headquarters of state management agencies is being implemented on schedule. 94% of the reinforced concrete volume of the Air Traffic Control Tower has been completed, closely following the set schedule.

The passenger terminal package has completed all reinforced concrete parts, and is currently assembling the roof steel structure according to plan; other packages and items such as runways, taxiways, and 02 connecting traffic routes are being deployed with great efforts to meet the plan...

After visiting the construction site, encouraging the construction forces, and working with relevant ministries and branches on this important project right at the construction site, Prime Minister Pham Minh Chinh expressed his joy because this was the fourth time he came to inspect the project, from what was still an empty lot, to now the shape of a modern airport has been formed; emphasizing that the Long Thanh airport project is a large and important project of the country, implemented in a context of many difficulties and challenges, especially the impact of the COVID-19 pandemic, while Vietnam has no experience, but so far, the work is being implemented smoothly and enthusiastically.

Prime Minister Pham Minh Chinh highly appreciated Dong Nai province for completing the handover of nearly 99% of the land for the project; thanked the people of Dong Nai province for giving up land for the project; and requested Dong Nai province to continue taking care of the lives of the people so that they have a new place to live that is better, at least equal to the old place.

The Prime Minister highly appreciated and commended the Vietnam Airports Corporation (ACV) for its strong growth and rapid maturity in promoting the project, completing and basically completing many important tasks such as investment procedures, selecting construction contractors, etc.; believing that through this project and many other projects such as the 500kV line 3 project, Vietnam has gained more experience, grown stronger, and matured step by step.

Based on the analysis of the situation, the Prime Minister requested the Project Management Board and contractors to be highly determined, make great efforts, and take drastic actions; arrange and organize work scientifically; assign work clearly to people, tasks, time, products, and responsibilities...

Main contractors continue to mobilize human resources and machinery for the project; at the same time, joint ventures, mobilize and call on subcontractors to carry out the items they can undertake, especially subcontractors in areas near Long Thanh airport such as in Dong Nai and Ba Ria - Vung Tau.

The Prime Minister requested to review all items related to foreign contractors; regularly inspect and control to promote progress, quality, hygiene, safety, and technical aesthetics of the project; pay attention to taking care of the material and spiritual life of workers. If the Project Management Board discovers any problems, it must report to the competent authority; in case the ministries and branches are slow in resolving them, it must report directly to the Prime Minister.

In the coming time, the Prime Minister requested to immediately implement procedures to build runway number 2 of Long Thanh airport; organize machinery, equipment, and human resources to level the ground of terminal T3. Dong Nai province implemented the planning to build Long Thanh airport city. The Ministry of Transport coordinated with provinces and cities to develop a project to connect traffic with Long Thanh airport, including traffic routes connecting Bien Hoa, Long Thanh, and Tan Son Nhat airports.

The Prime Minister requested to launch a 450-day emulation campaign to basically complete Long Thanh airport by December 31, 2025, to make achievements to welcome the 14th National Party Congress, the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the founding of the country (September 2, 1945 - September 2, 2025).
