(QBĐT) - With a 174.5km railway line running through the area, ensuring railway traffic order and safety (TTATGT) is identified by the province as one of the key tasks. With great efforts and determination, in 2024, in the context of increasing domestic railway traffic accidents (TNGT), Quang Binh only had 1 accident, killing 1 person, compared to 2023, a decrease of 3 accidents, 3 deaths (75%). This is a commendable result, however, ensuring railway traffic order and safety still needs to continue to be focused on, in which effectively controlling self-opened paths (LĐTM) is a long story.
Quang Binh Railway Joint Stock Company is assigned by Vietnam Railway Corporation to manage and maintain railway infrastructure in the province. Director of Quang Binh Railway Joint Stock Company Tran Ngoc Son said that there are currently 76 level crossings and 120 level crossings on the route. Over the past years, with the attention and direction of Vietnam Railway Corporation and the Provincial Traffic Safety Committee, the unit has made efforts to coordinate with relevant units and localities to ensure train safety, contributing to minimizing traffic accidents, creating peace and smoothness on train journeys through the province.
In addition to the basic advantages, Mr. Tran Ngoc Son also shared about the difficulties in ensuring train safety. The railway line running through the province has complex terrain, steep passes, many tunnels, curves, while the management scope of the unit is extensive. In particular, the large number of LĐTM, in some localities, after being fenced by functional forces, people dismantled them to circulate, posing a potential risk to train safety.
Determining responsibilities, in 2024, the unit coordinated to promote propaganda work, organize the signing of commitments with cadres, employees, and workers; propagate and disseminate laws in key areas, schools, etc. Periodic inspections of 76 level crossings, review of railway traffic safety corridors, and violations of railway traffic safety corridors were carried out regularly and timely with synchronous solutions. During the year, 19 level crossings were closed, 16 paths dismantled by people were inspected and narrowed, reducing the risk of traffic safety loss on the route.
Tuyen Hoa is one of the key areas, especially with many level crossings and railway crossings. Narrowing level crossings and railway crossings is one of the main solutions to ensure local railway traffic safety. Lieutenant Colonel Phan Quoc Phuong Minh, Captain of the Traffic Police Team, Tuyen Hoa District Police, said that in 2024, the unit actively coordinated with Quang Binh Railway Joint Stock Company and local authorities of Kim Hoa, Son Hoa, and Thach Hoa communes to place stakes to narrow 3 intersections between the North-South railway line and residential roads in the 3 above-mentioned localities. These are intersections that, although some sign systems have been installed, still pose a potential risk of railway traffic safety due to obstructed visibility and low public awareness, which can easily lead to traffic accidents. The attention of the authorities, including Tuyen Hoa District Police, has contributed to limiting the traffic flow at level crossings and effectively controlling railway crossings in the area. In the coming time, the unit will continue to strengthen propaganda work; coordinate with relevant units to narrow the level crossings; reduce and eliminate level crossings, increase warning measures at level crossings and level crossings, which are places with high risk of accidents.
According to Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister approving the Project to ensure order in traffic safety corridors and completely handle railway traffic accidents, the goal is to eliminate all traffic accidents by 2025. In September 2020, the Provincial People's Committee issued Plan No. 1772/KH-UBND on implementing this roadmap. Currently, the implementation of the project still faces many challenges, and it is difficult to reach the finish line by 2025. |
Ms. Nguyen Thu Trang in Duc Hoa commune (Tuyen Hoa) said that in recent years, local people have gradually raised their awareness of implementing regulations to ensure railway traffic safety. She personally always strictly follows the regulations to ensure her own safety, contributing to ensuring train safety.
In 2024, of the 2 LDTMs in Dong Hoi City to be closed, 1 LDTM is located in Bac Ly Ward, where there is a high density of people and vehicles. Mr. Van Ngoc Son, an urban-traffic officer of Bac Ly Ward, said that the locality has actively coordinated with the Railway Joint Stock Company to close this passage to ensure railway traffic safety in particular and traffic safety in the area in general. The authorities also focus on propaganda, reminders, and inspections to prevent people from arbitrarily demolishing the passage, causing traffic safety problems in the area.
The above efforts have contributed to the work of ensuring traffic safety and order achieving many remarkable results, notably the reduction in traffic accidents in terms of the number of cases, deaths and injuries. However, the situation of illegal dumping after being fenced off by people still occurs, the risk of losing traffic safety and the consequences of this behavior make it difficult to control illegal dumping. In some localities, such as Kim Hoa commune, Le Hoa, Dong Le town (Tuyen Hoa), Quang Tien commune (Quang Trach), Bac Ly ward (Dong Hoi city) ... this situation still continues despite the increased patrolling, control, reminders and remediation by the authorities.
