To restore forestry production and increase forest cover, Quang Ninh is actively implementing Decree No. 140/2024/ND-CP dated October 25, 2024 of the Government regulating the liquidation of planted forests for forest areas planted with State budget capital.
Dong Trieu Forestry One Member Co., Ltd. is currently managing 11,000 hectares of forest and forest land. Of which, natural forest is 3,254.34 hectares; planted forest is 6,532.65 hectares; un-planted forest is 578.25 hectares and non-forested land is 634.82 hectares. During storm No. 3 (Yagi), the Company suffered damage to 3,878.9 hectares of forest. Of which, 748.1 hectares were planted with state budget capital with large timber species such as pine and acacia; 604 hectares were severely damaged from 30-100% concentrated in Sub-area 2, An Sinh commune.
Immediately after the storm, the unit proactively hired a consulting unit to inventory and assess the extent of damage, and at the same time arranged a workforce to recover the area of forest planted with the company's production and business capital that had fallen; organized clean up and sanitize the damaged forest scene . For the forest area planted with the state budget, the company has mobilized maximum human and material resources to strictly manage broken and fallen forests ; strengthen forest fire prevention and control work.
After Decree No. 140 of the Government, the Company hired the Provincial Forestry Design Survey Team (under the Department of Agriculture and Rural Development, which is the unit) has the function of conducting survey, design, investigation and planning for forestry development) as a consulting unit for the liquidation of forests damaged by storms. Currently, the consulting unit is conducting surveys, field investigations and preparing records for liquidation of planted forests, expected to be completed before February 20, 2025. After the forest is liquidated, the Company will gradually clear the vegetation and implement new planting to restore production and overcome the damage caused by storm No. 3.
According to the report of the Department of Agriculture and Rural Development, storm No. 3 damaged 128,873 hectares of forest in the province, including 112,816 hectares of planted forest and 16,057 hectares natural forests. Total forestry damage is about 6,573 billion VND. Of the total forest area damaged by the storm, there are 6,000 hectares of forests planted with state budget capital, mainly concentrated in protective forests and part of production forests managed by Forestry One Member Co., Ltd. and Protective Forest Management Board.
To implement Decree 140, the Provincial People's Council issued Resolution No. 50/2024/NQ-HDND dated December 6, 2024 stipulating the authority to decide on the liquidation of planted forests in Quang Ninh province; The Provincial People's Committee issued Decision No. 3922/QD-UBND dated December 31, 2024 on the establishment of the Council for appraisal of liquidation of planted forests.
Along with that, the Department of Agriculture and Rural Development issued Document No. 125/SNN&PTNT-KHTC dated January 8, 2025 requesting the People's Committee Localities and forest owners in the province urgently complete the dossier to liquidate planted forests in the province. to loss of state property
However, currently forest owners are having difficulty providing documents such as: Copies of design documents, forest planting estimates; Copies of project approval decisions. The reason is that the work of archiving documents from 1990 to now has gone through many management stages, so most of them have been lost.
In addition, Point a, Clause 1, Article 10 of Decree 140 of the Government stipulates: the time limit for making a record of the field inspection is 3 working days from the end of the natural disaster. Thus, for a large area of damaged forest such as the one caused by storm No. 3 in the province, it is very difficult and takes a lot of time to investigate and verify, leading to failure to ensure the order, procedures and time according to regulations.
Currently, the Department of Agriculture and Rural Development is appraising the dossier requesting liquidation of planted forests of Tien Yen and Hoanh Bo Forestry One Member Co., Ltd. to request the Provincial People's Committee to consider and decide with a total area of about 800 hectares.
