Vietnam is transforming its growth model from one based on capital and labor to one based on science, technology and innovation.
On the morning of April 19, in Hanoi, the Ministry of Science and Technology held a ceremony to respond to the World Day of Creativity and Innovation (WIC) 2024. Speaking at the ceremony, Minister of Science and Technology Huynh Thanh Dat said that since 2017, the United Nations General Assembly has chosen April 21 every year as World Innovation Day with the aim of raising awareness of the role of innovation in socio-economic development and sustainable development.
Since 2022, the Ministry of Science and Technology has organized activities to respond to World Innovation Day and received the attention, enthusiastic and effective participation of many ministries, branches, localities and organizations nationwide. This activity aims to raise awareness of the role of innovation in socio-economic development, building a sustainable society and promoting all aspects of human development; to propagate and disseminate to organizations and individuals to join hands in promoting innovation activities; to promote the development of the national innovation system with close links between the state sector and production, business, investment, research and training sectors.
Since 2023, with technical support from the World Intellectual Property Organization, the Local Innovation Index (PII) has been officially deployed nationwide under the direction of the Government in Resolution No. 10/NQ-CP dated February 3, 2023 to provide a realistic and comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation of each locality. Thereby, providing the basis and evidence of strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality.
Along with that, Vietnam's creative startup ecosystem is increasingly developing, creating a new generation of businesses based on intellectual property and capable of accessing the global market. In recent years, in addition to support activities from the private sector, the State has implemented many activities to support creative startups.
The startup support network has been developing relatively dynamically and effectively with the active participation of the entities in the ecosystem. The National Innovation Startup Support Center is being formed in Hanoi, Da Nang, Ho Chi Minh City and some localities. More than 20 localities have established Innovation Startup Centers to connect local, regional and national resources.
The legal system on intellectual property is increasingly improved, creating motivation to promote and support innovation activities, applying scientific and technological research results to production and business, contributing to the socio-economic development of the country.
Minister Huynh Thanh Dat said that Vietnam is transforming its growth model from one based on capital and labor to one based on science, technology and innovation. This is a long-term goal that requires the participation and joint efforts of ministries, sectors, localities, enterprises and the whole society in applying and developing science, technology and innovation.
“The Ministry of Science and Technology sincerely thanks and hopes to continue to receive close guidance from the Party, Government, National Assembly and support and cooperation from ministries, branches, localities, research institutes, universities, enterprises and the whole society so that scientific research, technology development and innovation activities can make increasingly practical contributions to the socio-economic development tasks of Vietnam,” said Minister Huynh Thanh Dat.
At the ceremony, Ms. Pauline Tamesis, United Nations Resident Coordinator and Head of United Nations Organizations in Vietnam, said that Vietnam's vision for technological innovation and digital transformation is increasingly enhanced and has shown remarkable progress.
Notably, Vietnam ranked 46th out of 132 countries, leading the list of lower-middle-income countries in the Global Innovation Index 2023. This progress is crucial for Vietnam to achieve its vision of becoming a high-income developed country by 2045, and the United Nations supports Vietnam’s journey towards this goal.
According to Ms. Pauline Tamesis, the theme of this year’s World STI Day is “INSPIRE - Inspire” which clearly reflects the important role of education in nurturing the creative minds of the young generation, especially empowering young people in the fields of innovation such as science, technology, engineering and mathematics. Vietnam's Innovation Index (GII) has been continuously improved over the past 13 years, demonstrating its effectiveness in converting input resources into innovation outputs. In 2023, Vietnam will rank 46/132 countries/economies, up 2 places compared to 2022, ranking 4th in Southeast Asia, maintaining 2nd place in the group of 36 lower-middle-income economies; one of the 7 middle-income countries that have made the most progress in innovation over the past decade.
