On March 2, in Quan Ba ​​district, Ha Giang province, the Office of the Partnership for Disaster Risk Reduction (PDR) in collaboration with the ActionAid International Representative Office in Vietnam and the Vietnam Social Security Program and Project Support Fund organized the 2025-2030 Planning Conference of the PDR Partnership, prioritizing the implementation of local initiatives, contributing to the realization of the Ha Long Declaration 2023 on Early Action.

Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam, Co-Chair of the Partnership chaired the Conference. Nearly 100 delegates from international organizations and international non-governmental organizations attended the conference.

The Disaster Risk Reduction Partnership (DRRP) was established under Decision No. 3922/QD-BNN-TCCB dated October 11, 2019 of the Minister of Agriculture and Rural Development, with members including more than 20 international organizations and 4 ministerial agencies (Agriculture, National Defense, Foreign Affairs, Information and Communications).

Members of the GNRRTT Partnership are agencies responsible for developing, implementing and monitoring national and global policies on disaster prevention and control, including international intergovernmental, governmental and non-governmental organizations, and financial institutions.

As the newest member of the Partnership since November 2023, ActionAid International in Vietnam has actively coordinated with the GNRRTT Partnership Office and the Vietnam Social Security Program and Project Support Fund to implement the Partnership's action plan.

Quan Ba ​​District, Ha Giang Province is one of the localities where ActionAid International in Vietnam has implemented a community-based disaster prevention and control program since 2007. Accordingly, every year, all villages participating in the program use the Participatory Risk Assessment (PVA) tool to develop a community-based disaster prevention and control plan.

To date, 100% of communes participating in the program have proactive disaster prevention and control plans that can be easily linked to the budget and operations of the district Agriculture Department, which is responsible for coordinating local disaster preparedness and response efforts.

In the field at Suoi Vui and Ban Thang villages (Tung Vai commune, Quan Ba ​​district, Ha Giang province), ActionAid International in Vietnam and the Vietnam Social Security Program and Project Support Fund supported two projects: a solar lighting system and a flood-proof bridge, and received many positive signals locally.

Journalist Ta Viet Anh, Chairman of the Management Board of the Vietnam Social Security Program and Project Support Fund, shared: “From 2021, the Vietnam Social Security Program and Project Support Fund will coordinate with ActionAid International in Vietnam and the Management Board of the Quan Ba ​​District Development Support Program to implement a number of community development and disaster prevention and control programs and projects in Quan Ba ​​District, Ha Giang Province.

In 2023, ActionAid International in Vietnam is honored to become the 27th member and the 23rd international member of the Disaster Risk Reduction Partnership. We are committed to achieving the common goals that the Partnership and its members are actively working towards. We wish to share our experiences with the community with the Partnership members, and at the same time learn more from their experiences in this field.

Ms. Hoang Phuong Thao, Chief Representative of ActionAid International in Vietnam, said: “The organization’s disaster prevention program focuses on three areas: preparation, response and recovery. Our programs implement all three areas, depending on the actual situation and conditions of each locality. Regarding response, we aim to prepare and enhance the capacity of the community, so that the community can grasp what natural disasters are in their area so that they can proactively identify and prepare well. For example, in Tung Vai commune, people clearly identify what types of natural disasters the locality has and proactively prepare. Regarding response, it is quite diverse, supporting both material and information or capacity building.”

Mr. Do Quang Dung, Vice Chairman of Quan Ba ​​District People's Committee said: "Quan Ba ​​District has been supported by ActionAid's program to prevent natural disasters since 2007. Up to now, 100% of villages in 5 communes and 1 town of the district have been proactive in developing plans for natural disaster prevention, using tools to assess risk levels. Thereby raising people's awareness in proactively preventing natural disasters, thereby mitigating risks from natural disasters in the area. The district has closely coordinated with ActionAid International in Vietnam and the direction of specialized agencies, actively following news and warnings from specialized agencies to take practical and specific actions in implementing natural disaster prevention activities in the area."

Assessing the support of ActionAid International in Vietnam to Ha Giang, Ms. Pauline Tamesis, United Nations Resident Coordinator in Vietnam said: “We cannot carry out natural disaster prevention work if we do not start from the actual needs of the people. It is from the needs, experiences and knowledge of local people that we have response measures and solutions to overcome weaknesses in local disaster prevention work. This is a good way, a practical approach of ActionAid International in Vietnam in the actual local situation, specifically in Quan Ba, Ha Giang”.

According to the representative of the Management Board of the Development Support Program of Quan Ba ​​District (LRP 7A), with the technical support of ActionAid International in Vietnam, this (community-based disaster prevention and control planning) is a program that the locality prioritizes to implement, helping to enhance the community's initiative in disaster prevention and control. The program is included in the local annual operating budget and is widely disseminated so that other local communities can gain experience in proactively taking early action before natural disasters.

The program has supported and spread to more than 40,000 people, including 11,152 children aged 6-14 who actively prevent and combat natural disasters in the community according to statistics from 2016 to 2023.

The conference also heard delegates' comments on the role of women in the GNRRTT plan, or the need to specify funding sources to implement the plan most effectively.

In October 2023, Vietnam hosted the 11th ASEAN Ministerial Meeting on Disaster Management, successfully submitting the Ha Long Declaration, highlighting the importance of early action and strengthening resilience to natural disasters.

The commitments made in the Ha Long Declaration guide the 2028 plan of the GNRRTT Partnership, including: strengthening planning, early action and emergency response to natural disasters; raising public awareness of proactive disaster prevention and control; improving and developing the disaster risk information system for the community.

Good experiences on community proactive participation in early warning, early action, and disaster risk reduction that delegates learned from the communities of Suoi Vui and Ban Thang villages, Tung Vai commune, Quan Ba ​​district have contributed to enhancing the role of the community in the initial implementation of commitments in the Ha Long Declaration 2023 on early action of ASEAN countries.
