That is the target of the Plan for Implementing the Strategy for Developing the Textile and Footwear Industry to 2030, with a vision to 2035 in Binh Thuan, which has just been issued by the Provincial People's Committee. In which, it focuses on strongly developing quality products, prioritizing the development of industrial products supporting the textile and footwear industry. At the same time, it promotes the development of the finished garment product chain to benefit from import-export policies from Free Trade Agreements with the condition of having appropriate investment scale, using advanced technology and ensuring requirements on environmental protection and landscape.
In the coming time, the local textile and footwear industry will also develop in the direction of specialization, modernization and improvement of product structure, focusing on developing products with high added value. Along with that, applying advanced quality management standards and regulations to enhance the competitiveness of the Vietnamese textile and footwear industry... Specifically, for the textile and footwear industry, priority will be given to developing the production of synthetic fibers, functional fibers, new raw materials, environmentally friendly fibers and high-quality fabrics for export to meet domestic production needs, gradually reducing imports. In addition, it will attract new projects in the textile industry with large investment rates, investment in modern machinery and equipment associated with quality management systems, labor management and environmental protection according to international standards (except for products whose production processes have a high risk of causing environmental pollution such as dyeing and weaving).
According to the development orientation, the textile and garment industry will focus on investing in equipment innovation, rationalizing production, improving productivity and product quality, developing design and modeling, building brands, and reducing the rate of outsourcing production in the entire industry. Next, it will also promote exports, increase exploitation of the domestic market in mid- and high-end products, and on the other hand, prioritize attracting investment in industries that produce supporting industrial products (accessories) for the garment industry to serve domestic and export needs...
Meanwhile, the leather and footwear industry will focus on effectively exploiting existing production capacity, continuing to invest in development according to market demand for export products (such as sports shoes, leather shoes, high-end briefcases, suitcases and handbags of all kinds), encouraging the development of local brands of footwear, bags and briefcases to exploit the domestic market and aim for export. Attention will be paid to attracting investment in projects to produce industrial products supporting the leather and footwear industry, except for products whose production processes pose a high risk of causing environmental pollution such as leather, imitation leather, leather chemicals, etc. In addition, priority will also be given to attracting supporting industrial projects, producing raw materials and accessories concentrated in the industrial park - cluster in the South of Binh Thuan to provide raw materials and accessories for neighboring provinces.
To effectively implement, the plan of the Provincial People's Committee has proposed a number of specific solutions on market development, investment attraction and domestic value chain development. Or solutions on developing raw materials and accessories for production, training and developing human resources, developing science and technology and solutions on policy mechanisms. Participating in the implementation are departments, localities, related units and enterprises in the textile and footwear sector in the province, in which the Department of Industry and Trade is assigned to preside over and urge the implementation of assigned tasks. Thereby promoting the advice of the Provincial People's Committee to synthesize and periodically report on the implementation status at the request of the Ministry of Industry and Trade or relevant competent authorities...
