(MPI) - On the afternoon of February 5, 2025, at the headquarters of the Ministry of Planning and Investment, a meeting of the Interdisciplinary Expert Group for Appraising the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project took place. Attending the meeting were representatives of relevant ministries, branches and localities according to Decision No. 230/QD-TTg dated January 24, 2025 of the Prime Minister on the establishment of the State Appraisal Council to appraise the Pre-Feasibility Study Report of this Project.

Speaking at the opening of the meeting, Mr. Tang Ngoc Trang, Director of the Department of Investment Supervision and Appraisal, Ministry of Planning and Investment, Head of the Interdisciplinary Appraisal Expert Team, said that the Prime Minister issued Decision No. 230/QD-TTg dated January 24, 2025 on the establishment of the State Appraisal Council to appraise the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project. In which, the Prime Minister assigned the Minister of Planning and Investment to be the Chairman of the Council. The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.
The members of the Council include: Leaders of the Ministries of Transport, Finance, Construction, Industry and Trade, Agriculture and Rural Development, National Defense, Public Security, Science and Technology, Foreign Affairs, Justice, Culture, Sports and Tourism, Information and Communications, Education and Training, Natural Resources and Environment; leaders of the State Bank of Vietnam; leaders of the State Capital Management Committee at Enterprises; leaders of the People's Committees of the provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong.
In order to complete the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project to report to the competent authorities as prescribed, Mr. Tang Ngoc Trang requested the delegates to give their opinions on the contents of the report in a frank and responsible manner. On that basis, the Ministry of Planning and Investment will study, absorb and complete the draft report to report to the competent authorities as prescribed.
At the meeting, representatives of the Ministry of Transport and the consulting unit reported specific contents related to the Project; representatives of the Department of Investment Supervision and Appraisal reported a preliminary summary of the Project appraisal results. This project is large-scale with a total length of about 403.1km, spanning many mountainous, hilly and plain terrains, meeting all the criteria of a national important project as prescribed in Article 8 of the Law on Public Investment.
The project passes through 09 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. Investment scale: new investment in railway for general passenger and cargo transport, single track in the short term, double track in the long term.
The starting point is at the railway crossing point between the new Lao Cai station and Hekou Bei station (China). The ending point is at Lach Huyen wharf area, in Hai Phong city.
In terms of technical level, the project is invested as a grade 1 railway, double track 1,435mm gauge, main line design speed under 200km/h. The section through Hanoi hub area has a design speed of 120km/h. The connecting sections, branch lines, design speed is 80km/h. Phase 1 operating speed of single track is 160km/h for passenger trains and 120km/h for freight trains.
The investment in the Project aims to realize the policies and orientations of the Party, the Resolutions and Conclusions of the Politburo and to implement related plans. The Vietnam Railway System was formed in the early 20th century. After more than 100 years, although it has been upgraded and renovated, it has become outdated, unable to meet the needs and has actually lost its market share in the transport corridors and routes that were previously advantageous.
Regarding the Lao Cai - Hanoi - Hai Phong railway, the Party Central Committee and the Politburo have issued many Resolutions and Conclusions related to the policy of early investment to complete this strategic railway such as: "Research and early investment in the construction of a number of railways connecting with economic zones, industrial parks, airports and seaports" in Resolution No. 29-NQ/TW, "strive to complete procedures and start investment in 2025 for the Lao Cai - Hanoi - Hai Phong railway" in Conclusion No. 97-KL/TW, "'prioritize investment resources to complete the Lao Cai - Hanoi - Hai Phong route" in Conclusion No. 72-KL/TW.
Recently, the Central Committee and the National Assembly have decided on the policy of investing in a high-speed railway on the North-South axis, demonstrating strong political determination in implementing strategic projects as the country enters a new era. The investment project to build the Lao Cai - Hanoi - Hai Phong railway will be the next project to realize the policy set forth by the Party Central Committee and the Politburo.

At the meeting, representatives of ministries, branches and localities such as Hanoi, Vinh Phuc, Hai Duong, Hai Phong, the Ministry of Planning and Investment, the Ministry of Construction, the Ministry of Finance, the Ministry of National Defense, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Information and Communications, etc. expressed their basic agreement with the request for comments; at the same time, they focused on discussing and giving opinions on the project's suitability with the national socio-economic development strategy and plan and related planning; regarding the investment objectives, opinions also agreed that the construction of a new railway line is an important opportunity for localities to develop; create new development space; meet the domestic and international transport needs between Vietnam and China; contribute to restructuring the transport market share on the Lao Cai - Hanoi - Hai Phong economic corridor, reduce environmental pollution, promote industrialization and modernization, serve socio-economic development, ensure national defense and security.
In addition, opinions also emphasized the scope and scale of investment (scope of investment, scale of investment, technology and technical standards); preliminary design plan: route direction, works on the route, station works, information systems, signals, power systems, etc.; on site clearance and resettlement plans; investment forms; total investment, capital sources and capital balancing ability; plan for organization of exploitation, management, operation and exploitation; project efficiency: socio-economic efficiency, national defense, security; preliminary assessment of environmental impacts; some specific and special policies and solutions applied to the project;...
Concluding the meeting, Mr. Tang Ngoc Trang highly appreciated the opinions and said that at the 9th extraordinary session of the National Assembly to be held this February, the Government will submit to the National Assembly for consideration the investment project of the Lao Cai - Hanoi - Hai Phong railway line. At the same time, he affirmed that, based on the opinions at today's meeting, the Ministry of Planning and Investment will study, absorb to develop and complete the report to report to the State Appraisal Council for appraisal of the Pre-Feasibility Study Report of this Project, which is expected to take place tomorrow (February 6, 2025)./.
