Defense cooperation is a pillar in Vietnam - Cuba relations

General Phan Van Giang and the Minister of the Cuban Revolutionary Armed Forces both said that defense cooperation has always been a pillar in the relationship between the two countries.
Within the framework of the State visit to Cuba by General Secretary and President To Lam and the high-ranking Vietnamese delegation, on the morning of September 26 (local time), in the capital city of Havana, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, held talks with Senior Lieutenant General Álvaro Lopez Miera, Politburo member of the Communist Party of Cuba, Minister of the Cuban Revolutionary Armed Forces. Senior Lieutenant General Álvaro Lopez Miera warmly welcomed General Phan Van Giang and the high-ranking delegation of the Vietnamese Ministry of National Defense accompanying General Secretary and President To Lam on a State visit to Cuba; recalled memories of the official visit to Vietnam in June 2023 and expressed affection for the country and people of Vietnam.

Sharing the difficulties and challenges that Cuba has faced, Senior Lieutenant General Álvaro López Miera thanked Vietnam for always accompanying and supporting Cuba; hoping that the two armies would continue to maintain and promote cooperation in areas where both sides have the capacity and need, thereby contributing to strengthening the special friendship between the two countries and the two armies. Expressing his emotion at being able to return to visit the beautiful and heroic country of Cuba since his visit in 2017, Minister Phan Van Giang thanked Senior Lieutenant General Álvaro López Miera and the Cuban Ministry of the Revolutionary Armed Forces for the delegation's solemn and thoughtful reception; affirming that the people and the People's Army of Vietnam will never forget Cuba's valuable, wholehearted and sincere support and assistance during the most difficult period of the struggle for national liberation, as well as in the cause of national construction today; The visit to Cuba by General Secretary and President To Lam once again affirmed the very special feelings that the two countries have for each other, as well as the solidarity and support that Vietnam has for Cuba. In a friendly atmosphere of comradeship and brotherhood, the two Ministers together assessed the results of Vietnam-Cuba defense cooperation in the past and determined the direction of cooperation in the coming time.

The two sides agreed that in the overall Vietnam-Cuba relationship, defense cooperation has always been one of the pillars. Based on the agreement between the two Ministers during the official visit to Vietnam by Minister Álvaro López Miera in June 2023, bilateral defense cooperation continues to be actively implemented in the following areas: exchange of delegations at all levels, especially high-level delegations; Party work, political work in the army; human resource training; defense industry, military technology; cyber security... To continue to make defense cooperation between the two countries increasingly substantive, effective and in-depth, the two sides agreed that in the coming time, they will increase exchanges and delegations at all levels, especially high-level delegations; maintain cooperation and exchange of professional experience between agencies and units; exchange and exchange of experience between young officers of the two countries; Strengthening cooperation in Party and political work, including coordinating the development of plans to implement activities to celebrate the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations (1960-2025); effectively implementing military technical cooperation and defense industry; continuing to attach importance to human resource training cooperation. The two sides also agreed to promote cooperation in areas that have been and are being promoted and need to continue to be effectively implemented, such as information exchange, military medicine, cyber security, economic-trade-investment cooperation between military enterprises of the two countries, and twinning between units of the two armies... Minister Phan Van Giang and Minister Álvaro López Miera also said that, in the context of the world and regional situation continuing to have many rapid, complicated, and unpredictable developments as it is now, the two countries and the two armies need to continue to consolidate and promote solidarity, support, and assistance for each other; believes that, with the results achieved and the attention and close direction of the leaders of the two Ministries of Defense, the Cuba - Vietnam defense cooperation relationship will continue to develop to a new height. On this occasion, Minister Phan Van Giang once again invited and hoped that Minister Álvaro Lopez Miera would arrange time to attend the second Vietnam International Defense Exhibition in December 2024.
