On the morning of November 28, the Ministry of Home Affairs held a national online conference to disseminate and thoroughly understand the Law on Implementing Democracy at Grassroots Level and related documents.

Speaking at the conference, Deputy Minister of Home Affairs Trieu Van Cuong affirmed: In recent times, the implementation of democracy at the grassroots level has received attention from Party committees, authorities, agencies and units for synchronous, extensive and effective leadership and direction.
The awareness and responsibility of Party committees, authorities, cadres, party members, civil servants, and public employees, especially heads of Party organizations, heads of agencies, units, and enterprises in implementing democracy at the grassroots level, have been increasingly promoted. The management and operational capacity of the authorities, and the working style and manners of cadres, civil servants, and public employees have continued to be improved.
The motto "People know, people discuss, people do, people inspect, people supervise, people benefit" is flexibly applied in the leadership and direction of Party committees at all levels, and in the management and operation of local governments, agencies and units.
The system of government and state agencies at all levels has proactively developed plans and organized the implementation of democracy at the grassroots level in conjunction with state management work; focused on improving the effectiveness of administrative reform; dialogue, receiving people and resolving and handling petitions, complaints, denunciations, recommendations and reflections from citizens to ensure publicity, democracy and transparency, in the direction of being close to the people, respecting and accepting people's opinions and contributions...
Thanks to the good implementation of democracy at the grassroots level, it has contributed to maintaining the great national unity bloc, consolidating people's trust in the leadership of Party committees and authorities at all levels; becoming a driving force to promote socio-economic development, ensuring political security, social order and safety, and building a clean and strong political system at all levels.
To continue to improve the effectiveness of implementing democracy at the grassroots level, on November 10, 2022, the National Assembly issued the Law on Implementing Democracy at the Grassroots Level.
At the conference, delegates were informed of the basic content of the Law on Grassroots Democracy. The Law consists of 6 chapters and 91 articles. It stipulates the content and methods of implementing grassroots democracy, the rights and obligations of citizens in implementing grassroots democracy, and the responsibilities of agencies, units, organizations and individuals in ensuring the implementation of grassroots democracy.
Delegates were also informed of the basic contents of Decree No. 59/2023 dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy; Decree No. 61/2023 dated August 16, 2023 of the Government regulating the development and implementation of village covenants and conventions of residential communities.
