On the afternoon of February 5, the Government Party Executive Committee for the 2020-2025 term held its first conference. Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired the conference.
Also attending were Politburo member, Secretary of the Party Central Committee, Standing member of the Secretariat Tran Cam Tu; Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh; members of the Party Central Committee, members of the Government Party Executive Committee; representatives of the Central Organizing Committee, the Central Inspection Committee, the Central Party Office; leaders of ministries, branches, and agencies under the Government.
The conference heard the announcement of the Politburo's Decisions on the establishment of the Government Party Committee; appointment of members to the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Government Party Committee for the 2020-2025 term.
Along with that is the Decision of the Standing Committee of the Government Party Committee on receiving the Party organization into the Government Party Committee; establishing advisory and assisting agencies of the Government Party Committee.

In his opening speech, Prime Minister Pham Minh Chinh stated that the first meeting of the Government Party Executive Committee was held on the occasion of the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), which will be a historical milestone for the Government Party Committee.
The conference was held right after General Secretary To Lam chaired the conference on February 3 to announce the Politburo's Decision on the establishment of the Government Party Committee.
After the Government Party Committee successfully completed its tasks and ended its activities, the first Conference of the Government Party Committee laid the foundation for the organization and operation of the Government Party Committee in the new period.
At the same time, it affirms the continuous continuity in the Party's leadership and direction of the Government, fully implementing the principle of the Party's direct, comprehensive, and absolute leadership of all aspects of the Government's work, especially as the highest State administrative agency.

In order for the organization and operation of the Government Party Committee to be truly effective and in accordance with regulations, the Prime Minister stated that it is necessary to thoroughly grasp, imbibe, institutionalize, concretize, and strictly implement the 5 principles in the organization and operation of the Party and the 5 leadership methods of the Party. At the same time, he emphasized that based on the Party Charter, regulations, principles, and leadership methods mentioned above, the Conference will focus on discussing important contents.
The first is to give opinions on the Working Regulations of the Government Party Executive Committee for the 2020-2025 term. Among them, it is necessary to specify the functions, tasks, powers, working regime, and working relationships of the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretary of the Government Party Committee to organize and operate in compliance with Party regulations and achieve the highest efficiency; authorize the handling of regular and urgent tasks to the Standing Committee, ensure administrative procedure reform, and handle work quickly, meeting the requirements of leadership in performing political tasks and Party building work of the Government.
Second is to give opinions on the assignment of specific tasks to the members of the Executive Committee and Standing Committee, ensuring that in every field and every area, there are members of the Executive Committee and Standing Committee assigned to be in charge and responsible; absolutely no gaps or interruptions in work.
Third is to give opinions on the Working Program of the Party Executive Committee and the Standing Committee of the Party Committee in 2025. It is necessary to closely follow the working programs of the Central Executive Committee, the Politburo, the Secretariat and correctly and fully identify the tasks of Party building, socio-economic development, national defense, security, foreign affairs, and administrative construction; especially to achieve the growth target of 8% or more in 2025, implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Prime Minister Pham Minh Chinh stated that to achieve this goal, we must have high determination, great efforts, drastic actions, timely, flexible and effective implementation with a truly scientific work program in the spirit of "dare to think, dare to do, dare to break through for the common good," "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss doing, not retreat," look far and wide, think deeply and do big things, "don't say no, don't say difficult, don't say yes but don't do," say it must be done, commit to it must be done, do it, do it must bring specific results, the people enjoy the results.
