Prime Minister Pham Minh Chinh, Head of the Steering Committee for Nuclear Power Plant Construction, chaired the second meeting of the Steering Committee on February 4 at the Government Office.
Also attending were Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; Minister of Industry and Trade Nguyen Hong Dien, Deputy Head of the Steering Committee; leaders of ministries, branches and localities who are members of the Steering Committee.
Ninh Thuan nuclear power project consists of 2 plants, each plant has 2 units. Ninh Thuan 1 plant is located in Phuoc Dinh commune, Thuan Nam district. Ninh Thuan 2 plant is located in Vinh Hai commune, Ninh Hai district.
Electricity growth is an urgent requirement
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that green development and sustainable development are the goals set by the Party and State; climate change in recent years has been very extreme; Vietnam is one of the countries greatly affected by this climate change, as shown by storm No. 3 (Yagi), in addition to subsidence, landslides, drought, saltwater intrusion, water shortages, etc.
These are urgent requirements of development, requiring the Party and State to focus on leadership and direction to reduce the impact of climate change on Vietnam in particular and the world in general.
In 2025, the Central Government decided to achieve a growth rate of at least 8%, creating the premise, momentum, and motivation for the 2026-2030 period to achieve double-digit growth, so the requirement for electricity growth must ensure at least 12-16%. In 2024, growth reached more than 7% but electricity growth has reached 12-13%.
Electricity growth is an urgent requirement today. Vietnam is deploying artificial intelligence (AI), cloud computing, the Internet of Things based on database platforms... which greatly requires stability in energy growth. Therefore, rapid and sustainable energy development is an urgent requirement for the country today.
At this second meeting of the Steering Committee for the construction of nuclear power plants, the Prime Minister asked the members of the Steering Committee to review the assigned tasks after the first meeting, and at the same time discuss and contribute ideas to develop a specific plan for the construction of nuclear power plants.
On the occasion of the New Year, the Prime Minister hopes that the Steering Committee will have new results and new products; must have new and urgent responses, have specific programs and plans, mobilize capital, human resources, transfer technology, etc. for implementation; any matter beyond its authority must be reported to the competent authority; any problems must be resolved there; especially, the situation of ministries and branches giving "circular" and "general" answers must be stopped, but must be clear and have a specific deadline.

The Prime Minister affirmed that building a nuclear power plant is a big, difficult, national issue, therefore, it requires a high sense of responsibility from each individual and collective, and must put the interests of the nation and people above all else. The Prime Minister hopes that the Steering Committee will work seriously, responsibly, and produce results. The Ministry of Industry and Trade needs to review and stabilize the structure of the Steering Committee, and needs good experts to advise and assist; each meeting of the Steering Committee must achieve specific goals to achieve the common goal.
Strive to complete before December 31, 2030
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that developing nuclear power and building nuclear power plants - key national projects - is a big issue, a national matter, a difficult and sensitive issue, so it requires focus, investment of effort and intelligence, and the mobilization of the entire political system.
The Prime Minister commended and requested members of the Steering Committee, ministries, branches, agencies and localities to continue working urgently in implementing the project; develop a 5-year plan, an annual plan, and complete specific tasks within each time frame.
The Prime Minister requested to urgently complete and add more members to the Steering Committee, establish a Working Group at the Ministry of Industry and Trade, including experts, operating according to the motto of streamlining, closeness, professionalism and specialization.
Regarding the law, the Ministry of Science and Technology will take the lead in urgently completing the draft Law amending and supplementing the Law on Atomic Energy to submit to the National Assembly at the 9th session, ensuring speed and quality; in the direction that what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority will be included in the law, continued implementation, and at the same time, new contents will be updated in accordance with the current context, situation, and conditions; issues that are not ripe, unclear, and need to be changed will be assigned to the Government for regulation and guidance in accordance with the situation. The spirit is to promote decentralization and delegation of authority associated with appropriate resource allocation, improve enforcement capacity, strengthen individual and collective responsibility, reduce administrative procedures, eliminate requests, strictly prohibit lobbying, and assign businesses to do what they can do.
Regarding specific mechanisms and policies (such as land, resettlement, livelihoods for people, total land use area, contractor appointment, shortening time, etc.), all ministries and branches should propose any mechanism or policy that can be implemented fastest and most conveniently before February 15. The Ministry of Industry and Trade is the standing agency of the Steering Committee and must synthesize and report to the Government to propose to competent authorities and submit to the National Assembly at the 9th session.
Regarding progress, the Prime Minister stated that the project completion time must be shortened compared to the previous plan, by December 31, 2031 at the latest and strive to complete before December 31, 2030 on the occasion of the 85th anniversary of the founding of the country and the 100th anniversary of the founding of the Party. Ministries, branches, localities and agencies must build a progress critical path according to this goal.
Update to suit the new situation
Regarding the selection of foreign partners to participate in the project, the Prime Minister stated that, in accordance with the Central Committee's Conclusion, the National Assembly's Resolution, and the Politburo's direction, EVN, PetroVietnam, and other agencies must send a working delegation to negotiate with foreign partners in February, paying attention to having backup partners to be ready in all situations.

Determining the scale, capacity, and total investment of factories is determined based on negotiations with partners and updated in accordance with the new situation, from which competent authorities will consider and decide.
Regarding human resources, the Prime Minister requested to urgently review and gather people who have been trained in the field of nuclear power and related fields, provide additional training and have mechanisms and policies to attract human resources, in which it is necessary to pay attention to the commander-in-chief and chief engineer of the project.
The Prime Minister directed the capital allocation for the project, including the use of reserve capital for 2025, and the procedures to use this capital before February 15. The Prime Minister also emphasized that the most important thing in selecting a contractor, whether by appointment or bidding, is to work transparently, for the common good, ensuring publicity, transparency, and preventing corruption and negativity.
Welcoming Ninh Thuan for establishing a Provincial Steering Committee to carry out tasks under the province's authority, the Prime Minister requested immediate implementation of site clearance and resettlement work. The Ministry of Finance shall provide sufficient budget to complete the relocation and stabilize the people's residence and livelihoods by 2025, ensuring that the new residence is better than the old one. At the same time, Ninh Thuan province urgently calls for public-private partnership, attracting investment... to exploit Thanh Son airport for civil purposes.
The Prime Minister requested the Ministry of Industry and Trade to urgently submit the draft of the revised Power Plan VIII related to nuclear power, to be completed before February 28, 2025. The Prime Minister noted that planning work must look at the overall national interests, ensuring fairness, social progress, and appropriate balance between localities and regions, but with priority given to the arrangement of key energy projects in difficult areas.
The Prime Minister assigned the Ministry of Science and Technology and the Ministry of Foreign Affairs to cooperate with the International Atomic Energy Agency (IAEA). At the same time, the Ministry of Science and Technology must promptly report on its participation in the Convention on Compensation for Nuclear Damage. The Ministry of Planning and Investment must promptly appraise procedures and propose mechanisms and policies. The Ministry of Finance shall arrange reserve funds according to the law, if necessary, in advance, especially capital for Ninh Thuan to clear land and resettle. The Ministry of Education and Training shall calculate the training of human resources for the project. The Ministry of Natural Resources and Environment shall be responsible for appraising environmental issues related to the project.

The Ministry of Industry and Trade, together with relevant ministries, branches and corporations, must do a good job of communication and propaganda, ensuring publicity and transparency for people to monitor and create consensus in public opinion.
Emphasizing the importance of time, intelligence and timely decisiveness as the decisive factors for success, the Prime Minister assigned Deputy Prime Minister Bui Thanh Son to continue to directly direct the work and organize monthly meetings to review, deploy and urge tasks, with the spirit of being clear about people, work, time, responsibility and results.
Speaking at the conference, as the head of the enterprise, Chairman of the Board of Directors of PetroVietnam Le Manh Hung said that to ensure the country's great goal of rapid and sustainable energy development in the coming time, with its experience, capabilities and resources, PetroVietnam is ready to participate in implementing nuclear power projects.
However, the Chairman of the Board of Directors of PetroVietnam also emphasized that this is a new field for the Group and to carry out this task, the Party and Government need to have a system of specific mechanisms and policies to create favorable conditions for PetroVietnam in implementing the project.
