The 31st Conference of the Ho Chi Minh City Party Executive Committee discussed 9 key contents.

According to comrade Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, the 31st Conference of the 11th Ho Chi Minh City Party Executive Committee focused on discussing and giving opinions on 9 contents.

In particular, delegates will discuss and give opinions on key contents such as: Draft Report on Party building, government building, and mass mobilization work in the first 6 months of 2024; tasks and solutions for the last 6 months of 2024; Draft Report on the city's socio-economic situation in the first 6 months of 2024; key tasks and solutions for the last 6 months of 2024.

The conference also discussed and gave opinions on the Ho Chi Minh City Planning for the period 2021-2030, with a vision to 2050; Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060; Project to develop the City's Urban Railway System to specify the goals according to Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2045; Project to build Can Gio International Transit Port.

In addition, the Conference also discussed and gave opinions on contents related to the preparation work for the 12th Ho Chi Minh City Party Congress, term 2025-2030.

Comrade Nguyen Van Nen, Politburo member, Secretary of Ho Chi Minh City Party Committee delivered the opening speech at the conference.

Speaking at the opening of the conference, Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, assessed that in the first 6 months of the year, the city's GRDP achieved quite well, key industrial and service production sectors developed as required; tourism activities had many positive results; budget revenue increased quite well; many projects were started and completed; many outstanding problems were removed and resolved.

The fields of culture, society, education, health, labor-employment, security-defense, social order-safety are maintained and safe. Digital transformation and the implementation of Resolution No. 98 are timely and effective; urban beautification associated with the construction of Ho Chi Minh cultural space and cultural activities, festivals, and sports are organized in a vibrant, rich, and diverse manner, receiving the consensus, support, and participation of all classes of people and the business community.

However, the city still has some important policies and tasks that have not met requirements. The GRDP growth rate in the first 6 months of the year has not reached the set plan, credit growth is low, the capital absorption capacity of enterprises is still weak, some competitive factors of the city have improved slowly, this has many impacts on the investment and development process of the city.

Cultural activities in the first 6 months of 2024 in Ho Chi Minh City are organized richly and diversely.

In the first 6 months of 2024, public investment disbursement rate was low; administrative procedure reform and investment environment improvement made good and even progress, many indicators improved but some important indicators still have not changed.

In the past 6 months, the Ho Chi Minh City Party Committee has continued to promote and synchronously implement the work of Party building and rectification in the area. First of all, it is to thoroughly grasp and strictly implement the leadership and direction of the Central level; build and supplement and perfect regulations and rules related to preventing and combating corruption, negativity and enhancing responsibility, along with tightening discipline and administrative discipline so that each cadre, party member, worker and civil servant can improve their spirit of self-study, training, awareness of respect and strict compliance with Party discipline and State laws. Each person is committed to and performs the assigned tasks in each position.

The city's tourism industry has seen many improvements in the first 6 months of 2024.

At the conference, comrade Nguyen Van Nen suggested that delegates focus on studying and evaluating the nature of the problem, finding the causes of the achieved aspects to continue promoting. For the aspects that have not been achieved, there should be solutions on each specific issue to overcome limitations and weaknesses, and complete the set targets.
