Hoi An assigns tasks to implement regulations to protect the old town

VHO - The People's Committee of Hoi An City, Quang Nam Province has just issued a Regulation on the assignment of tasks, responsibilities, powers and coordination of relevant agencies, units and localities to implement the contents of the Regulation on the Protection of World Cultural Heritage of Hoi An Ancient Town. Thereby, to effectively manage, preserve and promote the values ​​of world cultural heritage in areas I, IIA, IIB of Hoi An Ancient Town.

Accordingly, the Hoi An Cultural Heritage Management and Conservation Center (Hoi An Cultural Heritage Management and Conservation Center) is the agency in charge of advising on the implementation and adjustment of this Regulation.

Hoi An City People's Committee issued regulations assigning tasks to implement regulations on protecting the ancient town.

Specifically, the Hoi An Center for Management of Cultural Heritage Conservation is in charge of advising the City People's Committee to issue construction permits, renovate and embellish relics; sign and issue construction permits under the authorization of the Chairman of the City People's Committee; inspect, supervise and guide citizens to comply with the contents of the permit; advise on financial support for the renovation and embellishment of privately and collectively owned relics; take professional responsibility for the management, preservation, promotion and other issues related to relics in the Old Quarter, etc.

Preside over the management and organization of tours at museums and relics assigned to manage; provide guidance on heritage conservation and promotion to tourism businesses, tourist attractions, relic owners and the people.

Carry out maintenance, repair and landscape renovation work as assigned; inspect, appraise and give opinions on infrastructure investment projects in the Old Quarter.

Check and provide safety guidance on flood and storm prevention, termite prevention; provide guidance on supporting degraded relics at risk of collapse; implement fire prevention and fighting projects, termite prevention...

Preside over the organization of research, collection, inventory, and classification of intangible cultural heritage values ​​in the Old Quarter; coordinate the dissemination, preservation, and promotion of appropriate cultural heritage values.

In addition, the Center will coordinate with functional units to guide, inspect, handle, and recommend handling of contents such as: Business activities, display, advertising, writing - placing signs at relics to ensure compliance with regulations.

Cases of failure to ensure safety in fire prevention and fighting, noise, vibration, discharge of toxic substances and household waste into the environment, and cases of lighting affecting landscapes and relics.

Coordinate inspections and notify the People's Committees of wards when detecting violations to request handling, and closely coordinate with relevant agencies to promptly handle violations.

The regulation also specifically assigns responsibilities to relevant agencies, units and localities for coordination in implementation.

Agencies and units, based on assigned tasks, shall take the lead in developing specific plans and regulations and submit them to the Chairman of the City People's Committee for approval and implementation.

Heads of agencies, units and Chairmen of People's Committees of Minh An, Son Phong, Cam Pho and Cam Nam wards, according to their assigned functions and tasks, are responsible for performing well the assigned tasks in this Regulation.

Organizations and individuals violating the law must be responsible before the Chairman of the City People's Committee and be subject to disciplinary action according to the provisions of law.
