On October 4, the Hanoi People's Council passed a resolution regulating tuition fees for public preschool and general education institutions that self-finance regular expenditures; and high-quality public preschool and general education institutions in Hanoi for the 2024-2025 school year.

According to the resolution, the lowest tuition fee is 1.81 million VND/month, applied to grades 10 and 11 at Hoang Cau High School, and 1.97 million VND/month for grade 12. The remaining schools all collect tuition fees of over 2 million VND/month, of which Phan Huy Chu High School - Dong Da has the highest with 6.1 million VND/month. This fee has decreased by 10% compared to the plan in July.
According to the new resolution, tuition fees for online learning are 75% of the tuition fees for in-person learning. The resolution also stipulates that tuition fees for in-person and online learning will be applied to public preschool and general education institutions in the event of natural disasters, epidemics, and force majeure events.
For months that apply both in-person and online learning methods, the tuition fee for that month will be applied based on the student's study time at that unit.
In case the study time in the form of direct learning is 14 days or more, the tuition fee will be collected according to the form of direct learning; in case the study time in the form of online learning is 14 days or more, the tuition fee will be collected according to the form of online learning (including the number of days off according to the provisions of law) and the corresponding tuition fee level has been prescribed.
