Support agricultural production linkage

Model of applying biological products in organic rice production associated with product consumption linkage in Thanh Chan commune (Dien Bien district).

The model of linking production and consumption of high-quality rice has been implemented since 2018 in the communes of Thanh Yen, Thanh Chan, Thanh Xuong (Dien Bien district) on an area of 70.7 hectares with 176 participating households. The model has contributed to the formation of a concentrated commodity production area, a single-variety field produced according to a synchronous production process, facilitating the application of mechanization in all stages of production, effectively managing harmful organisms, reducing production costs, improving productivity and quality of rice. After the project ended, the linkage activities between the linkage leader and the people continued to be maintained stably. Through assessment, the simultaneous application of technical measures in the concentrated production area has reduced the rate of mixed rice, weeds, and the rice plants have grown and developed well. Participating households are instructed on technical measures from production to harvesting and processing to ensure the requirements of the purchasing unit with an average quantity of 30 - 35 tons/crop, increasing profits from 15 - 20 million VND/ha. In particular, the model significantly reduces the amount of pesticides compared to outside the model.

The above is just one of many clean agricultural production models, linked by the Department of Agriculture and local authorities in recent years. The Provincial People's Committee has issued mechanisms and policies to support people in organizing agricultural production in a safe direction, following the VietGAP model, high-tech agriculture... At the same time, improve the quality of agricultural products through supporting trade promotion funds, finding consumption markets for products with registered trademarks and goods. Along with that, functional agencies and local authorities mobilize people to innovate production organization forms, strengthen linkages along the value chain, link production with processing and consumption of agricultural products; promote the development of commodity livestock on an appropriate scale. Develop specialized production areas, concentrated commodity production.

In implementing Resolution No. 05/2018/NQ-HDND of the People's Council of Dien Bien province on agricultural support policies, from 2018 to now, the whole province has implemented 200 linkage projects, with the participation of nearly 8,000 households, cooperatives and enterprises participating in the safe agricultural production linkage chain. Of which, the cultivation sector has 138 projects, accounting for 69%. Many key products are linked with production enterprises according to the value chain, actively contributing to creating brands and increasing the value of agricultural products, such as: Rice production in the basin area of Dien Bien district; linking pineapple cultivation and consumption in Muong Cha district; linking production and consumption of Shan Tuyet tea in Tua Chua district; safe vegetable growing areas in the communes: Noong Luong, Thanh Hung, Thanh Xuong (Dien Bien district). Some products have been recognized as provincial OCOP products such as: 4-season climbing beans (Noong Luong General Agricultural Cooperative, Dien Bien district), Cha Nua wild honey (Cha Nua Wild Beekeeping Cooperative, Nam Po district), Tuyet Shan tea (Huong Linh Dien Bien Company Limited), Seng Cu rice, Bac Thom No. 7 (Thanh Yen Commune General Service Cooperative)... and have been accessed and consumed in markets outside the province.

Through the implementation of policies to support production linkages and support training in safe, organic, and high-tech farming techniques, economic efficiency has been clearly improved compared to traditional production. Specifically, growing safe vegetables reduces production costs by 10-15%, increases output by 15-25%, and increases profits by 30-35 million VND/ha; linking rice production in single-variety fields and applying mechanization has reduced production costs and increased profits by 15-20 million VND/ha. Another practical benefit is that through linkages, people have access to knowledge and requirements in implementing linkage contracts, contributing to raising awareness and understanding of the law; changing the method of organizing production (from small-scale, household farming to linkage to develop commodity production), and changing the level of production (from extensive to intensive farming). Thereby promoting the development of agricultural economy, changing the face of rural areas, and increasing people's income.
