Effective mobile propaganda model

In recent times, the Mobile Propaganda Team of the Provincial Cultural and Cinema Center (under the Department of Culture, Sports and Tourism) has focused on promoting the dissemination of law to the grassroots. In particular, the team has creative ways of doing things and has helped the dissemination of law to be highly effective.

* Promote grassroots propaganda

Recently, the Mobile Propaganda Team of the Provincial Cultural and Cinema Center traveled a distance of about 170km to propagate the law on drowning prevention to students at Nguyen Ba Ngoc Primary School (Hamlet 7, Dac Lua Commune, Tan Phu District).

To create an impression and attract a large number of students and parents to participate, members of the Mobile Propaganda Team opened the program with fun and attractive performances with songs close to children's age. After that, the team integrated a program to propagate the law on drowning prevention with basic contents such as: what is drowning, causes of drowning, how to prevent drowning and how to handle situations when drowning accidents occur.

In addition, the team members also organized games and integrated questions related to drowning prevention knowledge. Students who boldly stood up to speak, regardless of whether their answers were correct or incorrect, received gifts from the organizers. This method attracted enthusiastic participation from the students and helped the propaganda session to be highly effective.

Head of the Mobile Propaganda Team of the Provincial Cultural and Cinema Center NGUYEN CAO THEP shared: “During the summer, we spent a lot of time propagating the law in schools. The propaganda content was carefully selected and suitable for the age of the students such as: drowning prevention; drug prevention; school violence; traffic safety”.

Vice Principal of Nguyen Ba Ngoc Primary School Quach Van Tien said that the school has a total of more than 600 students; of which, the school in Hamlet 7 alone has more than 100 students. The lives of children in this remote area are still difficult and deprived compared to children in urban areas. Therefore, the Mobile Propaganda Team of the Provincial Cultural and Cinema Center organized a very practical and useful law propaganda program because it helped children grasp basic knowledge about drowning prevention and control so that they can protect themselves. Thereby, it also helps parents raise awareness and coordinate with the school in closely managing their children, to avoid tragic drowning accidents from happening.

Vice Chairwoman of the People's Committee of Dac Lua Commune, Tran Thi Khuyen, said that 97% of the people in Hamlet 7 (Dac Lua Commune) are ethnic minorities. This is a remote residential area, nearly 20km from the center of Dac Lua Commune; in which, many dirt roads often have "dusty sun, muddy rain" conditions. Therefore, people face many difficulties when going to the commune center to register for administrative procedures.

In addition, the legal awareness of people in Hamlet 7 (Dac Lua Commune) still has certain limitations. Therefore, the local government has recently paid attention to organizing many legal propaganda programs for adults and children. In 2023, the commune invited reporters from Tan Phu District to share the basic contents of the 2016 Law on Children; coordinated with the Mobile Propaganda Team of the Provincial Cultural - Cinema Center to organize a propaganda program on drowning prevention... Thanks to that, the legal awareness of people in the hamlet in general and children in particular has been increasingly raised.

“We hope that the Mobile Propaganda Team of the Provincial Cultural and Cinema Center as well as other agencies and units will continue to pay attention and have legal propaganda programs for the people of Dac Lua commune to help them raise their legal awareness to comply well with the Party's guidelines and the State's policies and laws, contributing to the local development,” Ms. Khuyen shared.

* Innovations that bring positive results

Mr. Nguyen Cao Thep, Head of the Mobile Propaganda Team of the Provincial Cultural and Cinema Center, said that in order to effectively orient and propagate the Party's resolutions and directives, the State's policies and laws to the people, he and the team members always strive to innovate in both the content and form of legal propaganda. Since then, Mr. Thep has had creative ideas that have brought positive results in mobile propaganda work to serve the people in the province.

Specifically, Mr. Thep proactively asked for permission from his superiors to conduct mobile propaganda combined with the Zero-dong booth model. That is, people and workers come to watch art performances, listen to legal propaganda and receive gifts (pants, shirts, notebooks, handbags, hats, sandals, shoes, etc.). The model has been applied since the end of 2022 and has been maintained stably until now.

To maintain the stability of the Zero-VND Booth model over the past time, Mr. Thep and members of the Mobile Propaganda Team have posted news and articles on social networks to call for and mobilize resources to support clothes, books, hats, shoes, sandals, and handbags (new or old but still usable). After that, the team members wash, dry, iron, and arrange them properly, put them in boxes, and take them on each tour to serve the people for free, especially those in remote communes or workers in boarding houses and industrial parks in the province.

“Up to now, combining the Zero-dong booth model with mobile propaganda work is considered one of the creative ways and has brought high efficiency. Because this way of doing things meets both the spiritual and material needs of the people; bringing joy and excitement to the people. In particular, it has contributed to improving the quality and effectiveness of legal propaganda work to the people” - Mr. Thep confided.
