Effectiveness of cultural and sports institutions

In recent years, cultural and sports institutions in Quang Ninh province have been effective, contributing to improving the cultural and spiritual life of all classes of people, especially in visual propaganda and agitation, organizing cultural, artistic and sports activities widely from the province to the grassroots, with rich and diverse contents and forms.

In recent times, the province has always paid attention to directing, reviewing, establishing, managing and implementing general planning to ensure service for socio-economic development. According to statistics from the Department of Culture and Sports, currently 13/13 district-level localities have basically arranged land funds to build cultural and sports facilities. 100% of industrial parks in the province have planned a part of land fund for cultural and sports facilities. There are 118/177 communes, wards and towns planning land funds to build cultural and sports facilities, 75/177 communes, wards and towns have cultural houses, 103 communes and wards have established commune-level cultural and sports centers, 1,448/1,452 villages have cultural houses. The province is building cultural institutions associated with community tourism such as: Dao ethnic village in Po Hen village, Hai Son commune (Mong Cai); Tay village in Ban Cau, Luc Hon commune and San Chi village in Luc Ngu hamlet, Huc Dong commune (Binh Lieu), San Diu village in Voong Tre hamlet, Binh Dan commune (Van Don).

The system of cultural and sports institutions has been built synchronously from the province to the grassroots. Some key cultural and sports institutions of national scale include: Museum, Provincial Library, Quang Ninh Sports Complex, Fair and Exhibition Planning Palace, Provincial Youth and Children's Cultural Palace, Cam Pha Stadium, etc. Cultural and sports facilities have been invested in large scale, modern architecture, creating cultural space highlights, both preserving and conserving cultural values, and serving as a place to organize many major cultural and sports events of the province, at the same time serving the people and tourists to visit.

The whole province has 13/13 districts, towns and cities that have established Media and Culture Centers, 12/13 localities have invested in building new and repairing, renovating and upgrading facilities of district-level Cultural - Sports Centers. The whole province has 10 football fields, of which 1 meets standards (Cam Pha Stadium), 2 swimming pools in Ba Che district and Dong Trieu town, 9 training and competition houses, 13 district-level libraries. In addition to the Provincial Museum, there is also the Bach Dang Museum and the Northeast Ethnic Culture Center.

Along with the investment from the budget, the socialization of cultural and sports institutions construction has achieved certain results. Many enterprises have boldly invested in construction, sponsorship, and participation in organizing cultural and artistic activities, sports competitions, contributing to improving the cultural and spiritual living standards of the people. Cultural and sports institutions invested in and built by enterprises and private individuals have increasingly met the enjoyment needs of the people such as: Football fields of coal companies, Tuan Chau and FLC golf courses, CGV cinemas... entertainment areas of Ha Lan Company Limited (Dong Trieu), Tan Viet Bac Joint Stock Company (Quang Yen), and Green Star Joint Stock Company in Cam Pha. In addition, there are 4 movie theaters, 18 tennis courts, 144 swimming pools, 133 artificial turf football fields... built by enterprises and private individuals, contributing to enriching the system of cultural and sports institutions. Vietnam National Coal - Mineral Industries Group also built 41 projects in Quang Ninh such as: Stadium, mini soccer field with artificial turf, tennis court, table tennis and badminton practice house, workers' living house with an investment cost of more than 100 billion VND.

On that basis, the Provincial People's Committee has innovated the management mechanism, decentralized the management responsibilities to agencies and units, implemented partial autonomy and 100% autonomy of regular expenditures for agencies assigned to manage and exploit cultural and sports institutions, to promote initiative and creativity, and maximize the efficiency of post-investment institutions. The organization of activities through cultural and sports institutions and works of the province has had many clear changes, including organizing many major cultural and sports events. From 2018 to 2022, Quang Ninh Sports Complex hosted 25 international tournaments and 57 national tournaments, attracting 50,000 viewers. The Exhibition and Fair Planning Palace organizes major events such as: Trade Fairs, International Music Festivals, International Circus Festivals, Three Regions Circus Galas, National Conference on the Development of the Red River Delta, and major music events.

At the district level, management and operation work has been given attention and initially shown effectiveness. Every year, an average of 10 to 14 events and sports competitions are organized per district, town or city; cultural and artistic activities coordinated by local sectors and organizations take place enthusiastically, attracting a large number of people and ages to participate in the activities. In general, the system of cultural and sports institutions at the commune level has established a management board, assigning management responsibilities to cultural officers at the commune level; activities mainly serve meetings, political events, and cultural activities at the grassroots level. Village cultural houses play an important role in being the place to organize community activities and people's organizations in residential areas.
