Nearly 800 documents systematized

According to the report of the Legal Department, in 2024, the Ministry of Natural Resources and Environment has implemented the systematization of legal documents in the management field in the systematization period of 2019 - 2023.

The total number of systematized documents is 774 documents, including: 10 laws; 9 orders; 3 resolutions of the National Assembly; 1 resolution of the National Assembly Standing Committee; 72 decrees; 44 decisions of the Prime Minister; 1 directive of the Prime Minister; 54 joint circulars; 6 joint resolutions of the Minister of Natural Resources and Environment; 526 circulars; 46 decisions of the Minister.

Pursuant to the Plan for reviewing, examining, processing, and consolidating legal documents and codifying the system of legal norms on natural resources and environment, the Legal Department of the Ministry has guided and closely coordinated with units under the Ministry to consolidate legal normative documents for amended and supplemented documents issued under the Ordinance on Consolidating Legal Normative Documents. Accordingly, the Ministry has issued 16 consolidated documents in 2024.

Continue to update, codify newly issued legal regulations

According to the plan, in 2025, the units under the Ministry will continue to review to update, build, rebuild topics and implement newly issued legal codes into the topics of the Code Ministry in accordance with regulations.

In 2025, we will focus on implementing the new legal code promulgated on land.

In particular, the Department of Land is responsible for presiding over and coordinating with the Department of Planning and Land Resources Development, the Department of Land Registration and Information Data, and relevant units to build, rebuild, and implement the newly issued legal code on land topics.

The Department of Environment is responsible for presiding over and coordinating with the Department of Environmental Pollution Control, the Department of Nature Conservation and Biodiversity, and relevant units to develop, rebuild, and implement the newly issued legal code on environmental protection.

The Vietnam Minerals Department is responsible for presiding over and coordinating with relevant units to develop, rebuild and implement the newly issued legal code on mineral topics.

The Department of Water Resources Management is responsible for presiding over and coordinating with relevant units to develop, re-develop and implement newly issued legal codes on water resources.

Other units under the Ministry are responsible for presiding over and coordinating with relevant units to implement newly issued legal codes in the topics of the assigned management fields.

Legal systematization is the activity of arranging and perfecting legal norms and legal documents, and streamlining them into a system with internal consistency in a certain order.
Legal codification is the activity of collecting legal documents in each specific management field, eliminating contradictions, overlaps and outdated regulations, and adding new regulations to suit socio-economic conditions.
