Reporting on the results of implementing Project 1 in the area, the Ethnic Committee of Thua Thien Hue province said that in recent years, relevant departments, branches and sectors in the province and the People's Committees of localities have developed plans to implement the tasks of Program 1719, initially achieving some of the set tasks.
Regarding housing support, up to now, housing support has been approved for 1,162 households with a total capital of more than 70 billion VND; of which the central budget is 46.48 billion VND, the provincial budget is 15.272 billion VND and the local budget is 672 million VND, and other mobilization is 8.42 billion VND.
Regarding job conversion support, 853 households have been supported with a total amount of VND 8.53 billion, of which VND 4.994 billion has been disbursed. The number of households supported with decentralized domestic water is 840 households, and 1 centralized domestic water project has been supported for 500 households lacking domestic water.
In addition, in the period of 2022-2023, the Thua Thien Hue Provincial Bank for Social Policies will create conditions for households to borrow capital to stabilize their housing; build new or repair houses; create production land funds; learn a trade and change jobs with a total amount of VND 43,762 billion, 100% of which has been disbursed.
According to the Ethnic Minorities Committee of Thua Thien Hue province, Project 1 is a project that directly supports ethnic minority households. In 3 years of implementation, the situation of temporary, dilapidated housing and homelessness has been basically resolved; households lacking water for daily life (sanitary water and clean water) have been provided with conditions to ensure water for daily life; households without or lacking land for production and in need of changing occupations have also been initially supported to purchase agricultural machinery and tools. Thanks to that, the lives of ethnic minority people have been increasingly improved, and the face of the countryside has become more and more prosperous.
In addition to the achieved results, Project 1 only supports the construction of new houses (no central budget is allocated to support house repairs); direct support in the form of production land has not been implemented; determining the occupation for conversion as well as purchasing agricultural machinery and tools with a plan for converting occupations still faces many difficulties; the level of loan support is still low.
Speaking at the meeting, the representative of the Supervisory Delegation acknowledged the results of Project 1, Program 1719 in Thua Thien Hue province that have been deployed and implemented in the past time. In addition, the Supervisory Delegation also requested the local authorities to coordinate and negotiate between the Vietnam Fatherland Front and mass organizations at the same level to effectively implement the supervision of Project 1 under Program 1719, avoiding overlap and duplication. Organizing supervision and criticism activities must ensure objectivity, publicity and transparency; the supervision content must be focused, key, and targeted to the right subjects, without affecting the activities of the agencies and organizations subject to supervision.
For local recommendations and proposals, the Monitoring Team will synthesize and report to the Standing Committee of the Vietnam Fatherland Front Central Committee to propose to competent authorities for consideration and resolution in accordance with regulations.
