The whole country joins hands to eliminate temporary and dilapidated houses.
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council, emphasized that this is an important event with profound humanistic significance in the atmosphere of the whole country competing enthusiastically towards the 49th anniversary of the Liberation of the South, National Reunification and the 70th anniversary of the Dien Bien Phu Victory "famous in five continents, shaking the earth".
The Prime Minister affirmed that over the past time, under the leadership of the Party, the drastic participation of the entire political system, the active participation and consensus of the people and businesses, and the support and assistance of international friends, Vietnam has achieved great and historic achievements.
"Vietnam has become a model for hunger eradication and poverty reduction. Tens of millions of poor households have escaped poverty, many households have an average or well-off life; many poor areas have escaped from difficult situations, some areas have met new rural standards. Vietnam has completed the United Nations Millennium Development Goals on hunger eradication and poverty reduction early, and is considered by the international community as a bright spot in poverty reduction in the world," the Prime Minister emphasized.
However, currently, the whole country still has over 315,000 poor and near-poor households in need of housing support; there are about 170,000 poor and near-poor households that are not eligible for support and have to live in temporary or dilapidated houses. A part of the population still lacks essential infrastructure and basic social services such as clean water, electricity, media coverage, healthcare, education, etc.
Emphasizing Resolution No. 42-NQ/TW dated January 24, 2023 of the 13th Party Central Committee, which sets the goal of "completely eliminating temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change" by 2030, the Prime Minister stated that the emulation movement of the whole country joining hands to "eliminate temporary and dilapidated houses" is to concretize Resolution 42 of the Central Committee, with the goal of mobilizing the construction and repair of 170,000 houses for poor and near-poor households nationwide from now until the end of 2025.
With the high determination of the Party, State, Vietnam Fatherland Front, great efforts and drastic actions of the business community and people, the Prime Minister believes that the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" nationwide with profound and noble humanitarian meaning will receive positive response and support from organizations, individuals, the whole society, businesses and the whole people with the spirit of the whole people, comprehensiveness, joining hands and solidarity for the poor.
To create a vibrant competitive atmosphere and effectively implement the movement to eliminate temporary and dilapidated houses, from the Hoa Binh bridge, the Prime Minister requested all levels, sectors, localities, agencies, units, people and businesses to join hands and strive to complete the task of eliminating temporary and dilapidated houses nationwide in 2025.
Besides, promote the resources of the state, society, enterprises and the entire people; Promote the tradition, culture and fine quintessence of the nation in the spirit of mutual love and support "the whole leaves cover the torn leaves", "the torn leaves cover the more torn leaves" to have enough resources to successfully implement the set goals.
The Prime Minister also noted the need to ensure appropriate and effective regulations, mechanisms and policies to implement the program; ensure that there are no formalities or embellishments; that the projects are of high quality and target the right beneficiaries. In particular, ensure effective use of resources, transparency, and fight against negativity, waste and corruption.
Emphasizing that resource mobilization for the program needs to be diverse, inclusive, comprehensive, widespread, and inclusive, the Prime Minister said that the Central Government will allocate budget capital according to programs and projects to support housing for people, especially the 3 national target programs and housing support projects for poor and near-poor households.
The Head of the Government requested ministries, branches and localities to arrange and allocate sufficient capital for the programs according to the plan; at the same time, he called on all people and businesses to contribute whatever they have, whoever has contributed, whoever has property, whoever has a lot, contributes a lot, whoever has a little, contributes a little, creating a movement and trend for the poor, for the movement to eliminate temporary and dilapidated houses.
On this occasion, the Prime Minister requested the Central Committee of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations, social organizations, unions, business communities, organizations and individuals at home and abroad to actively participate, join hands, contribute and respond to the movement to eliminate temporary and dilapidated houses in many different ways under the highest possible conditions.

337 billion VND in support and registration to support the elimination of temporary and dilapidated houses
At the launching ceremony, on behalf of the Presidium of the Vietnam Fatherland Front Central Committee, Secretary of the Party Central Committee, President of the Vietnam Fatherland Front Central Committee Do Van Chien sent an appeal to agencies, businesses, organizations, collectives, individuals, people of all walks of life, and overseas Vietnamese to join hands to eliminate temporary and dilapidated houses nationwide in 2025.
According to Chairman Do Van Chien, promoting the spirit of the historic victory of Dien Bien Phu, we strive to basically complete the elimination of temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change nationwide by the end of 2025.

Thinking about those who still have to live in temporary, dilapidated houses, when it is sunny, rainy, windy and cold, it is really difficult, making each of us feel sad and tormented", Chairman Do Van Chien emphasized and stated clearly, imbued with the viewpoint of General Secretary Nguyen Phu Trong "The happiest person is the one who brings happiness to many people", the Presidium of the Central Committee of the Vietnam Fatherland Front enthusiastically responded to the emulation content launched by the Prime Minister.
With the message "A million loving hearts - A thousand happy homes", Chairman Do Van Chien earnestly calls on businesses, agencies, organizations, collectives, individuals, all classes of people, and overseas Vietnamese to join hands and contribute, those with money to contribute money, those with merit to contribute merit, those with little to contribute little, those with much to contribute much.
The general target is: cadres, civil servants, public employees, soldiers of the armed forces, those receiving salaries from the state budget, each person contributes at least one day's salary each year; workers and laborers contribute at least one day's income each year; union members, youth, and teenagers save to help at least 50 thousand VND; each household with an average or higher standard of living contributes at least 100 thousand VND.
“The Presidium of the Central Committee of the Vietnam Fatherland Front acknowledges and expresses gratitude for all the kindness and noble deeds so that the poor and disadvantaged can have a more and more fulfilling life. Right at the ceremony, many organizations, businesses and individuals responded to the movement with a total amount of funds received and registered to support of 337 billion VND. From the support fund, the Central Steering Committee for Eliminating Temporary and Dilapidated Houses decided to allocate the first phase, giving priority to 40 localities with high poverty rates and a large number of temporary and dilapidated houses in need of support.
Of which, 24 localities received support of 10 billion VND, including: Ha Giang, Tuyen Quang, Cao Bang, Lang Son, Lao Cai, Yen Bai, Bac Kan, Son La, Lai Chau, Thanh Hoa, Nghe An, Quang Tri, Thua Thien - Hue, Quang Nam, Quang Ngai, Binh Thuan, Ninh Thuan, Dak Lak, Dak Nong, Gia Lai, Kon Tum, Tra Vinh, Soc Trang, An Giang.
16 localities received support of 5 billion VND including: Thai Nguyen, Phu Tho, Bac Giang, Ha Tinh, Quang Binh, Phu Yen, Khanh Hoa, Binh Thuan, Lam Dong, Ben Tre, Vinh Long, Hau Giang, Dong Thap, Kien Giang, Bac Lieu, Ca Mau.
In order to practically respond to the emulation movement to join hands to "Eliminate temporary and dilapidated houses", with the spirit of determination to act, at the Ceremony, the Central "For the Poor" Fund Mobilization Committee awarded funding to support house building for 100 households in Da Bac district, Hoa Binh province with a support level of 50 million VND/household.
Immediately after the launching ceremony, Prime Minister Pham Minh Chinh, together with leaders of the Party, State, Vietnam Fatherland Front, leaders of ministries and Hoa Binh province, visited, encouraged, presented gifts, and participated in the groundbreaking ceremony to build new houses for a number of disadvantaged households in Da Bac district, Hoa Binh province, and inspected the implementation of the movement to eliminate temporary and dilapidated houses in practice.

Speaking in response to the emulation movement "Eliminating temporary and dilapidated houses", Chairman of the People's Committee of Hoa Binh province Bui Van Khanh believes that the launching ceremony will spread widely among all levels, sectors, business communities and people across the country so that more houses can be built and repaired not only with cement and steel, but also with affection and the spirit of great solidarity... Thereby, adding motivation for people to firmly believe in the policies of the Party and State, in life and "settling down, having a career", and rising up.
