Hai Duong Provincial People's Committee has just established two interdisciplinary inspection teams to review projects outside industrial parks, especially projects that are behind schedule.
Trillion-dollar project behind schedule
Through inspection and examination, there are 78 projects outside industrial parks that are behind schedule and do not comply with regulations. The Department of Planning and Investment of Hai Duong province has assessed the level of violations to classify and handle them. Of these, 4 projects are subject to termination of operation, 18 projects must handle investment violations before considering investment adjustment, 42 projects are allowed to adjust investment, 3 projects must auction mineral exploitation rights and 5 projects are assigned to the district level to handle before proposing to the Provincial People's Committee to approve investment policy adjustment.
Among the 18 projects that must handle investment violations before considering investment, there are projects in which enterprises have invested thousands of billions of VND, such as the cement factory project of Phuc Son Cement Company (with project address in Phu Thu Ward, Kinh Mon Town and Kim Thanh District) with an investment capital of 6,095 billion VND.
This project was licensed in 2008, but after 16 years, the investment procedures have not been completed. The People's Committee of Hai Duong province issued a decision to impose administrative penalties, the enterprise has complied with the fine and is completing procedures to ensure project implementation and supplement and complete the dossier.
Dong Tam Northern Joint Stock Company
In addition, projects worth hundreds of billions of VND are also in a state of "hanging" or "dripping" investment, including the project of the complex of production and business of construction materials and interior decoration of Dong Tam Northern Joint Stock Company (project address in Cam Phuc commune, Cam Giang district) with an investment capital of 920 billion VND; the project of investing in the construction of Vietnam turbine works of Urban Infrastructure Investment and Business One Member Co., Ltd. (project in Kim Xuyen commune, Kim Thanh district) with an investment capital of more than 816 billion VND; the project of building a dormitory for workers of Hoa Phat complex of Hoa Phat Hai Duong Steel Joint Stock Company with an investment capital of more than 201 billion VND...
The general situation of the 18 projects mentioned above has been that the People's Committee of Hai Duong province has issued decisions to sanction administrative violations. Some enterprises have complied with the fines, some have not paid the fines, and the government has sent invitations to some enterprises for the third time but there has been no response.
Received dozens of hectares of project land and then left it abandoned
One of the abandoned projects that has caused public outrage and was "named" by the Hai Duong provincial government is the vegetable, fruit and root processing factory and warehouse project of Vinamit Joint Stock Company, which has been abandoned for the past 13 years.
Since 2007, 35 hectares of agricultural land belonging to local people located on the border between Ai Quoc and Nam Dong wards in Hai Duong City have been reclaimed by the Hai Duong Provincial People's Committee to serve the implementation of the project of Vinamit Joint Stock Company. In 2011, this project was officially started with a total investment of more than 284 billion VND.
Dozens of hectares of Vinamit Joint Stock Company's project land have been abandoned for many years.
The project is expected to create stable jobs for 300 workers, at the same time create livelihoods to escape poverty for thousands of local farming households, contributing to bringing high value to agricultural products of Hai Duong province. However, after many extensions, the project is still just a vast abandoned land.
Another project worth thousands of billions of VND that is also abandoned is the wooden furniture factory project of Tan Hoang Minh Hai Duong Joint Stock Company (in Ba Hang Industrial Park, Hai Duong City).
After proposing the project, in early April 2019, Tan Hoang Minh Hai Duong Joint Stock Company was approved by the Hai Duong Provincial People's Committee to invest in a wooden furniture factory with an area of nearly 10 hectares in the Ba Hang Industrial Cluster. This project has a total investment capital of more than VND 2,391 billion. At the time of the investment decision, this was the domestic production project with the largest initial investment capital in Hai Duong province in many years.
Once a large project that Hai Duong province paid attention to and created favorable conditions for, but after 5 years since being granted an investment certificate, the project of Tan Hoang Minh Hai Duong Joint Stock Company has not been implemented or invested in by the enterprise. A large area of the project is behind schedule and is left empty, with grass growing up to the height of a person, causing public outrage.
Previously, in February, the People's Committee of Hai Duong province requested the Ministry of Natural Resources and Environment to publicly announce four enterprises violating land laws. The four enterprises requested to publicly announce land laws violations include: Xuyen A Joint Stock Company, An Thanh Trading and Service Joint Stock Company, Delta Joint Stock Company and Thuan Thanh Brick Company Limited.
The general situation of projects invested by the above enterprises is that although the People's Committee of Hai Duong province assigned a large area of land, the enterprises have been slow to implement the project for many years, most of the project land area is left vacant, or only used as warehouses.
On April 13, speaking with Thanh Nien Newspaper reporter, Mr. Trieu The Hung, Chairman of Hai Duong Provincial People's Committee, said: "Regarding dozens of projects behind schedule, the Provincial People's Council has given opinions and Hai Duong Provincial People's Committee is directing the review and classification, it cannot be revoked immediately if desired.
After the classification, there are some issues raised as follows: First, the Provincial People's Committee assigned departments, branches and units to find out the reasons why the progress is slow. If the reason is from the government, related to administrative procedures, then we must be determined and make efforts to find solutions to remove difficulties for businesses.
Second, if the problem comes from the business, find out what difficulties the business is facing, encourage and accompany the business to untie the knot.
Third, if the enterprise no longer has the capacity to invest and cannot implement the project, the Provincial People's Committee and related units will consider the solution of land reclamation and investment decision revocation. However, the revocation must be agreed by the related enterprise itself, when they see that the revocation of the project behind schedule is in accordance with the State's policies and guidelines.
"We are urgently and resolutely classifying and handling the situation to avoid wasting land resources in general and causing economic stagnation in Hai Duong province in particular," Mr. Trieu The Hung stated.
