Every year, communes in the district conduct surveys and reviews of poor and near-poor households, analyze the causes leading to the difficult circumstances of these groups, and then propose appropriate support solutions.
Reality shows that if there is still a mentality of waiting and relying on others, it will be extremely difficult to escape poverty. Therefore, when implementing poverty reduction policies, Ham Yen always pays attention to extensive propaganda work at all levels, sectors and the entire population about the significance of the National Target Program (NTP) for sustainable poverty reduction. With rich and flexible forms and contents, propaganda activities have raised awareness, gradually eliminating the mentality of waiting and relying on others. Through that, it demonstrates the determination to strive to rise up, implement policies to support poor households in a timely manner, but at the same time promote the spirit of self-improvement of each poor household.
Mr. Nong Van Tien, a Dao ethnic in Hung Duc commune (Ham Yen) was once awarded a Certificate of Merit by the People's Committee of Ham Yen district for his role in overcoming poverty. He started from a low base and had economic difficulties as he had to raise his children while relying on a few fields and gardens that had not yet been used effectively. His family was given favorable conditions by the State to borrow capital to develop the VAC integrated economic model.
During the production development process, he participated in training courses on cultivation and livestock raising techniques organized locally. He and his family are always grateful for the support from the State and local authorities, considering it an encouragement for the family to boost production and escape poverty. He encouraged family members to unite, work hard, and actively apply the science and technology they have learned to production. Thanks to that, his family has had a stable income and escaped poverty for many years. Mr. Tien said that without the efforts of himself and his family, escaping poverty would be really difficult and unsustainable. According to him, the key to escaping poverty is still the will and determination of each person. If you are not determined to rise up and keep waiting and relying on the State, you will never escape poverty.
As for Mr. Nguyen Viet Phong, Head of Dong Danh Village, Duc Ninh Commune, Director of Duc Ninh Safe Vegetable and Fruit Cooperative, his family focuses on developing the family economy by growing specialty grapefruit trees according to VietGap standards. He has registered geographical indications, earning about 800 million VND per year, creating jobs for 3 regular workers, with an average monthly salary of about 7 million VND/person/month.
Based on the characteristics of the poor, mountainous areas of ethnic minorities, Ham Yen always creates favorable conditions for people to participate in projects and production development models in the community. From campaigns and patriotic emulation movements, Ham Yen has emerged many effective economic models, many typical advanced individuals, representing the spirit of creative labor, self-reliance and self-reliance of the people.
Up to now, in the district, there have been many admirable examples of overcoming difficulties to escape poverty. The district has also actively recognized and commended them in a timely manner, in order to replicate and spread them. That is the story of writing a petition to be removed from the list of poor households by Mrs. Quyen Thi Duong, 85 years old, Dong Bang residential group, Tan Yen town; Mrs. Dang Thi Kinh, 85 years old, Soi Long village, Thai Hoa commune; Mrs. Nguyen Thi Tuyet, Cay Xoan village, Duc Ninh commune, etc. Although they are old and weak, they are always shining examples in work and demonstrate the spirit of overcoming difficulties, making many people admire them.
Identifying poverty reduction as a key task to ensure social security, in recent times, Ham Yen district has mobilized the entire political system to effectively implement 03 National Target Programs, creating conditions for poor and near-poor households to have opportunities to develop the economy, create jobs, and increase income. In particular, Ham Yen district has fully, promptly, and effectively deployed the career capital of the National Target Program for Sustainable Poverty Reduction, accordingly, the total planned capital assigned to the Program is 18 billion 576 million VND, to date, the district has disbursed 10 billion 569 million VND.
