At the 6th thematic session of the 10th Provincial People's Council, term 2021-2026, the Provincial People's Council decided on many urgent issues regarding the arrangement and streamlining of the apparatus of specialized agencies of the Provincial People's Committee. In particular, it was unanimously issued Resolution (NQ) No. 207/NQ-HDND dated February 17, 2025, deciding to establish and reorganize specialized agencies under the Vinh Long Provincial People's Committee.

Immediately afterwards, on February 18, 2025, the Provincial Party Committee and the Provincial People's Committee held a conference to announce the decision on personnel work of specialized agencies under the Provincial People's Committee, to "operate immediately, without leaving any legal gaps, ensuring continuous, effective and efficient operations" - as noted by Mr. Nguyen Minh Dung - Standing Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council.


On the basis of implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

In recent times, Vinh Long province has merged and consolidated a number of departments, branches, agencies, and commune-level administrative units, which have been basically streamlined; the assignment, decentralization, and delegation of power have been basically reasonable and put into operation, basically meeting the requirements. However, due to the increasingly higher and more complex practical requirements, especially the higher requirements for state management work. Therefore, "the innovation, arrangement, and streamlining of the apparatus of specialized agencies under the Provincial People's Committee in conjunction with restructuring and improving the quality of the staff, civil servants, and public employees is an extremely important and urgent task that needs to be implemented soon. Therefore, the issuance of the Resolution at this session is extremely necessary" - Mr. Nguyen Minh Dung emphasized.


After listening to the review report of the Legal Committee submitted to the Provincial People's Council at the session, the Provincial People's Council delegates discussed and reached a high consensus on the necessity and content of the draft Resolution. The Provincial People's Council unanimously voted to pass the Resolution on the Decision to establish and reorganize specialized agencies under the People's Committee of Vinh Long province.


The Resolution decides to maintain and reorganize specialized agencies under the Provincial People's Committee, including: Department of Culture, Sports and Tourism; Department of Education and Training; Department of Justice; Department of Health; Department of Industry and Trade; Office of the Provincial People's Committee; Provincial Inspectorate. At the same time, establish specialized agencies under the Provincial People's Committee.


Specifically, reorganize the Department of Home Affairs on the basis of merging the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs, performing the current functions and tasks of the Department of Home Affairs and the state management function of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, gender equality from the Department of Labor, Invalids and Social Affairs; transfer the state management function of vocational education (VET) from the Department of Labor, Invalids and Social Affairs to the Department of Education and Training; transfer the state management function of social protection, children, prevention and control of social evils (except the state management task of drug addiction treatment and post-rehabilitation management is transferred to the Provincial Police) from the Department of Labor, Invalids and Social Affairs to the Department of Health; transfer the state management task of poverty reduction from the Department of Labor, Invalids and Social Affairs to the Department of Agriculture and Environment (Agriculture and Environment). After the reorganization, the Department of Home Affairs has 8 organizations and public service units (PSUs) belonging to and directly under it; including 5 rooms and 3 public service units, down 13 units, reaching 52.94%.


In addition, reorganizing the Department of Construction on the basis of merging the Department of Transport and the Department of Construction, basically inheriting the functions and tasks currently assigned to the Department of Construction and the Department of Transport; transferring the functions and tasks of state management of testing and granting of road motor vehicle driving licenses from the Department of Transport to the Provincial Police. After the reorganization, the Department of Construction has 10 organizations, units under and directly under it; including 5 divisions and 5 units, a decrease of 8 units, reaching 44.44%.


At the same time, reorganize the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance, basically inheriting the functions and tasks currently assigned to the Department of Planning and Investment and the Department of Finance. Thus, the Department of Finance has 8 organizations, affiliated and subordinate units; including 7 departments and 1 affiliated unit, a reduction of 6 units, reaching 42.86%.


Reorganize the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology, basically inheriting the functions and tasks currently assigned to the Department of Science and Technology and the Department of Information and Communications; transfer the functions, tasks, and organization of the press and publishing management apparatus from the Department of Information and Communications to the Department of Culture, Sports and Tourism. Accordingly, the Department of Science and Technology has 6 organizations, affiliated and affiliated units; including 4 departments, 1 branch and 1 unit, reducing 5 units, reaching 45.45%.


In addition, reorganize the Department of Health on the basis of implementing the current functions and tasks of the Department of Health and receiving the functions, tasks, and organization of the state management apparatus on social protection, children, and prevention and control of social evils from the Department of Labor, Invalids and Social Affairs. The total number of organizations and public service units under and affiliated to the Department of Health is 15; including 4 departments and 11 public service units. Transfer 8 district-level health centers to the management of the district-level People's Committee, reducing 4 units, of which the administrative organization reaches 42.86% and the affiliated public service units reach 8.33%.


Reorganize the Department of Industry and Trade on the basis of implementing the current functions and tasks of the Department of Industry and Trade and receiving the original status of the Market Management Department from the Ministry of Industry and Trade. Thus, the total number of organizations and units under and directly under the Department is 6; including: 4 departments, 1 branch and 1 unit, a reduction of 4 units, reaching 40%.


At the same time, reorganize the Department of Education and Training on the basis of implementing the current functions and tasks of the Department of Education and Training and receiving the functions, tasks, and organization of the state management advisory apparatus on vocational education from the Department of Labor, Invalids and Social Affairs and receiving the status quo of vocational education and continuing education centers from the People's Committees of districts, towns and cities. After the reorganization, the total number of organizations and units under and directly under the Department of Education and Training is 48; including: 5 departments, 43 units. Of which, 8 more district-level vocational education and continuing education centers were received, 3 fewer departments under the Department, accordingly, the administrative organization reached 37.5%, the number of directly under the Department of Education and Training reached 18.18%.


At the same time, reorganize the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, basically inheriting the functions and tasks currently assigned to the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment and taking over the task of state management of poverty reduction from the Department of Labor, Invalids and Social Affairs. Thus, the total number of organizations and units under and directly under the Department of Agriculture and Rural Development is 13; including: 3 departments, 5 branches and 5 units, a decrease of 8 units, reaching 38.1%.


In addition, reorganize the Department of Ethnic Minorities and Religions on the basis of the current Ethnic Minorities Committee and receive the functions, tasks, and organization of the state management apparatus on religion from the Department of Home Affairs and supplement and perfect the functions and tasks of state management on ethnicity. The total number of organizations under the department is 2 divisions, an increase of 200%.

Reorganize the Department of Culture, Sports and Tourism on the basis of implementing the current functions and tasks of the Department of Culture, Sports and Tourism and receiving the functions, tasks, and organization of the press and publishing management apparatus from the Department of Information and Communications. After the reorganization, the total number of organizations and units under and directly under the Department of Culture, Sports and Tourism is 8; including 4 departments and 4 units, a decrease of 3 units, reaching 33.33%.


The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of the Resolution; Regulates the functions, tasks, powers and organizational structure of specialized agencies under the Provincial People's Committee according to its authority; assigns the Standing Committee, committees, delegations and delegates of the Provincial People's Council to supervise the implementation of the Resolution; and at the same time requests the Provincial Vietnam Fatherland Front Committee to coordinate in supervising the implementation of the Resolution.


Mr. Nguyen Minh Dung noted that it is necessary to direct the review, revision and supplementation of the working regulations of the Provincial People's Committee, promulgate working regulations, stipulate functions, tasks, powers and establish organizations and units within the departments, branches and units under the Provincial People's Committee to stabilize the operating apparatus.

In addition, pay attention to ensuring policies and regimes, and do a good job of ideological work for the contingent of cadres, civil servants, public employees, and redundant workers who have quit their jobs due to the arrangement and streamlining of the apparatus; review and have a roadmap for the arrangement, streamlining, and organization of the apparatus according to regulations. At the same time, promptly monitor and remove difficulties and obstacles in the operation of agencies, units, and localities to ensure smooth, effective, and efficient operations.
