Reporter : Could you please share about the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in Ham Yen?

Mr. Ma Van Lien, Head of the Ethnic Minority Department of Ham Yen district: Identifying ethnic work as one of the important political tasks, the Party Committee and authorities at all levels of Ham Yen have paid attention to and effectively implemented the National Target Programs, focusing on the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025 (hereinafter referred to as the Program) to improve the lives of ethnic minorities. It can be said that this is also the first time there has been a National Target Program specifically for ethnic minority and mountainous areas. Therefore, the Program has become a "lever" to promote the development of localities in mountainous ethnic minority areas.

In implementing the contents of the Program, all communes adhere to the principles of publicity and transparency, which have been highly agreed upon by the people. Up to now, many projects supporting ethnic minorities in developing production, diversifying livelihoods, and providing support in housing, residential land, and production land have helped local people have favorable conditions to develop the economy, improve their lives, and reduce poverty.

Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen district shared information with the Ethnic Affairs and Development Newspaper.

The total capital plan for the program assigned in 2024 is more than 123 billion VND, as of November 30, 2024, 72 billion 512.9 million VND has been disbursed, reaching 58.8% of the assigned plan. In order to promptly remove difficulties and speed up the implementation of projects, localities have established community monitoring teams, effectively carried out propaganda and mobilization work to gain people's support for the implementation of projects in the locality and implemented steps according to regulations.

Reporter : How do you evaluate the effectiveness of the Program?

Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen district: From the Program's capital, Ham Yen district has chosen to prioritize the implementation of projects, focusing on work groups such as planning, arranging, and stabilizing the population; investing in infrastructure and upgrading key roads and rural roads.

The district has also invested in cultural development and education projects, such as building boarding schools for ethnic minority children; preserving and promoting traditional cultural values of ethnic groups associated with tourism development...

The investment results from the Program have had a great impact on changing the rural appearance in particularly difficult communes and villages. Up to now, in Ham Yen, 100% of communes, wards and towns have car roads to the center; 100% of villages, hamlets and residential groups have car roads to the village center. Priority is given to the construction of power lines and transformer stations to supply electricity to mountainous communes and communes with a large number of ethnic minorities. 100% of communes and households have access to the national grid.

The life of the people in general and ethnic minorities in particular has been gradually improved, contributing to sustainable poverty reduction. The good news is that the average income per capita in Ham Yen is estimated at 52 million VND/person/year (100% of the plan); the poverty rate according to multidimensional standards decreased by 2.64% (exceeding the plan by 0.4%); the urbanization rate reached 12.6%, 100% of the plan....

With the capital of the Program and other National Target Programs, Ham Yen focuses on effectively implementing vocational training policies, job counseling and introduction for rural workers, especially the poor; focusing on implementing job counseling and introduction and vocational training in resettlement communes and areas with little production land. In 2024, the rate of trained workers will reach 68.5% (plan 68.5%), of which vocational training will reach 47.1% (plan 47.1%), with certificates 23.9% (plan 23.9%).

Activities to preserve and promote the cultural identity of ethnic groups in Ham Yen have been widely deployed. The movement to build a folk culture club and traditional art troupe associated with local tourism development under Project 6 of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2030 has been effectively implemented.

From 2023 to now, 8 more folk culture clubs have been established, bringing the total number of folk culture teams and clubs in villages and hamlets to 24, with an average of 25-30 members per club.

Resources from the Program are truly an important "lever" to help promote socio-economic development of ethnic minority areas in Ham Yen.

Reporter: In 2025, to promote efficiency, especially to overcome difficulties and obstacles in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, what specific solutions will the Ethnic Affairs Department advise the People's Committee of Ham Yen district?

Mr. Ma Van Lien, Head of Ethnic Affairs Department of Ham Yen district:

In reality, the project implementation process still faces some difficulties in some sub-projects. Awareness of policies for ethnic minorities among grassroots cadres is still limited. Direction and leadership in some communes is not regular and not close. Mobilization of the political system to participate is not strong, not creating consistency among local forces.

Accordingly, to accelerate the progress and improve the quality and effectiveness of projects and components from the implementation of the Program, the District Ethnic Affairs Department will continue to advise the District People's Committee to strengthen leadership and direction of implementation. In particular, focusing on implementing solutions to mobilize and diversify resources from projects and programs and mobilizing additional capital from socialization and legal contributions from the community to supplement funding to improve the quality and investment efficiency of the Program. At the same time, strengthen inspection, examination, supervision and evaluation of implementation at the grassroots level; ensure strict implementation, within the right scope and to the right beneficiaries.

Reporter: Thank you very much.
