Hanoi proposes second international airport

The Hanoi People's Committee proposed the second airport to be an international port, while the Ministry of Transport's plan submitted to the Prime Minister is a domestic port.

In a document sent to the Prime Minister and the Ministry of Transport last weekend, the Hanoi People's Committee proposed having a second international airport in the capital's master plan. It is forecasted that by 2050, Hanoi's population will be about 21-23 million, with an area of ​​24,314 km2, basically similar to Ho Chi Minh City with a population of 24-25 million and an area of ​​30,400 km2.

Meanwhile, the Master Plan for the development of the national airport system submitted by the Ministry of Transport to the Government for consideration and approval has oriented the planning of two international ports for the Ho Chi Minh City area (including Tan Son Nhat and Long Thanh with a total capacity of about 150 million passengers/year).

"The Capital Region also needs to plan two international airports to meet corresponding transportation needs, ensure aviation security and safety, reserve land funds as well as allocate transportation needs, and create a driving force for balanced development in the capital," Hanoi's document stated.

The Hanoi People's Committee also cited the central government's resolutions on the capital's development planning to determine the task of building a second international airport in the capital region. The project to adjust the construction planning of the Hanoi capital region to 2030 and vision to 2050 approved by the Prime Minister in 2016 has the orientation of researching a second international airport as a backup for the future.

The proposed locations for the second airport in the Capital Region include Ly Nhan District, Ha Nam Province, about 60-65 km from the center of Hanoi; the southern area of ​​Hanoi in Ung Hoa District, about 35-40 km from the center of Hanoi; Thanh Mien District, Binh Giang District, Hai Duong Province, about 45-50 km from the center of Hanoi; Tien Lang District, Hai Phong City, about 120 km from the center of Hanoi.

During the process of giving opinions on the National Airport and Airport Planning, the Hanoi People's Committee requested the Ministry of Transport to study and supplement the planning of a second international airport with a suitable scale, increasing the total capacity to 130-150 million passengers per year by 2050 to meet the forecast, demand, and orientation of air transport in the capital region.

Last April, the Ministry of Transport submitted to the Prime Minister a master plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050. The draft stated that in the 2021-2030 period, there will be 28 ports, including: 14 international ports (Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho and Phu Quoc); 14 domestic ports (Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau and Con Dao).

The second airport of Hanoi Capital is a domestic airport, located in the southeast and south of the city, and is being studied in the vision phase of 2050. The project does not determine the class, area, scale, or capacity of the airport.
