The total estimated investment for the Hoang Quoc Viet underpass with 6 lanes is over VND1,424 billion from the city budget. The project implementation period is from 2025 to 2028.
The Hanoi Department of Transport has just submitted to the City People's Committee and the Department of Planning and Investment for appraisal the investment proposal report for the project to build an underpass connecting Hoang Quoc Viet Street with Pham Van Dong Street (Ring Road 3) and connecting with Tran Vy Street in Cau Giay District and Bac Tu Liem District.

According to the report, the independent component project 2 - investing in the construction of an underpass on Hoang Quoc Viet Street, extending it with Pham Van Dong Street and connecting it with Tran Vy Street, has a total length of about 600m (of which the length of the closed tunnel is 275m, the length of the open tunnel is about 212m...).
The tunnel cross-section is 22.1m, with 6 lanes, each side has 2 lanes for motor vehicles 3.5m wide and 1 lane for non-motor vehicles 2.5m wide.
The road on both sides in front of the Ministry of Public Security gate is 14.75m wide, including 4 lanes for motor vehicles, and the sidewalk is 4.5m wide. The extended Hoang Quoc Viet Street has a cross-section of 50m.
The current Hoang Quoc Viet Street has its sidewalk trimmed, the median strip adjusted, the right and left lanes and the road around the intersection widened; technical infrastructure, trees, traffic lights, paint and overall traffic organization are built to ensure safety and urban beauty.
The project research scope is calculated from the center of the intersection towards Hoang Quoc Viet Street about 525m (intersection of Pham Tuan Tai Street), towards Tran Vy Street about 720m (intersection of Tran Vy Street).
The total investment of the project is expected to be over 1,424 billion VND from the city budget. Implementation period is 2025 - 2028.
In addition, 2 sub-projects on compensation, resettlement support, and technical infrastructure relocation are implemented by the People's Committees of Cau Giay and Bac Tu Liem districts.
Regarding the urgency of project investment, the Hanoi Department of Transport said that traffic volume on Hoang Quoc Viet and Ring Road 3 is constantly increasing. Traffic organization with level intersections and traffic lights cannot meet the demand, so there must be a solution to open more traffic directions, synchronizing the ability to relieve traffic pressure at the Hoang Quoc Viet - Ring Road 3 intersection with adjacent intersections.
At the intersection area, during rush hours there is traffic congestion, dust and noise pollution levels are very high.
In addition, the investment in the construction of the underpass on Hoang Quoc Viet Street, extending it to Pham Van Dong Street and connecting it to Tran Vy Street, is consistent with the orientation of the General Planning for Capital Construction, the Planning for Hanoi Capital's Transport to 2030, with a vision to 2050, and the Urban Subdivision Planning H2-1...
Upon completion, the underpass at the intersection of Hoang Quoc Viet extended road and Pham Van Dong road will resolve traffic conflicts, reduce traffic congestion at the intersection and adjacent intersections, reduce costs and waiting time due to traffic congestion, reduce environmental pollution in the urban area, and gradually complete the traffic infrastructure system according to the approved plan.
