Ha Nam ranked 5th in administrative procedure settlement progress.

According to the latest report from the Ministry of Information and Communications, Ha Nam province ranked 5th out of 63 provinces and cities in terms of progress in handling administrative procedures (TTHC) in 2024. This is the province's effort in synchronously implementing solutions to promote administrative reform, apply digital technology, contributing to improving the quality of service for people and businesses.

Accordingly, in 2024, the province's rate of timely settlement of administrative procedures will reach 98.79%, exceeding the national average by 7.6% (the national average is 91.19%). In 2024, Ha Nam province issued, updated, revised, supplemented and replaced 997 administrative procedures. 82.5% of procedures have been cut to simplify and shorten the processing time. All administrative procedures are made public on the National Database and linked with agencies and localities. This result affirms the province's determination to build an effective and transparent public administration, applying strong digital transformation in administrative reform.

To achieve this progress, Ha Nam has focused on deploying the Ha Nam Provincial Administrative Procedures Processing Information System integrated with the National Public Service Portal, allowing people to submit and track their records online; issue decisions to announce administrative procedures, reducing processing time when submitting records online; digitize the results of valid administrative procedure processing, store them in the administrative procedure data warehouse, integrate with the Administrative Procedures Processing Information System for reuse in administrative procedure processing; organize training courses to improve professional skills and skills in using management software; reduce to simplify and shorten the time to process administrative procedures, and at the same time, monthly publicize the results of processing overdue records on the provincial electronic information portal.

Thanks to the online public service system, people and businesses do not need to go directly to administrative agencies to submit documents, helping to save time and effort, reduce travel costs and increase transparency.

Promoting the achieved results, continuing to make efforts to improve the quality of service for people and businesses. By 2025, Ha Nam strives for 100% of eligible public services to be provided online throughout the process; the rate of online records throughout the process to reach 70% or more; the rate of online payment records to reach 70% or more; 100% of the rate of people and businesses using online public services to be identified and authenticated seamlessly, unifying between platforms, online public service provision systems, and information systems for handling administrative procedures through electronic identification VNeID; 100% of administrative procedure settlement results are issued electronically; the rate of people and businesses satisfied with the settlement of main administrative procedures to reach 90%...

Ranked 5th in the progress of handling administrative procedures not only affirms its administrative capacity but also motivates Ha Nam to continue to synchronously implement solutions to maintain its top position in the race to improve the quality of public services, towards a "transparent - effective - for the people" administration.
