YenBai - Continuing the 9th extraordinary session, on the morning of February 15, the National Assembly listened to the Government and the National Assembly's verification agency report on the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities and conducted group discussions. Delegate Nguyen Thanh Trung - National Assembly Delegation of Yen Bai province participated in the discussion on this content.

After studying the draft documents of the National Assembly's Resolution on piloting a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities, delegate Nguyen Thanh Trung - National Assembly Delegation of Yen Bai province basically agreed with many contents in the appraisal report of the Science and Technology Committee and approved the project with the necessity, political, legal and practical basis to submit to the National Assembly to issue a number of specific policy mechanisms to support the development of science and technology and national digital transformation innovation.
However, delegates still have concerns and request to consider the content related to some provisions in the draft resolution that are not under the authority of the National Assembly or have been stipulated in current Laws, especially Laws passed by the National Assembly recently such as: Investment Law, Bidding Law or regulations on application of lump sum expenditure, regulations on selection of contractors in special cases. Delegates request the drafting agency to continue reviewing and including in the draft resolution urgent and urgent contents that need to be handled but are under the authority of the National Assembly to truly create motivation and remove difficulties for the development of science and technology.
Along with that, delegate Nguyen Thanh Trung is also concerned about regulations related to tax incentives, especially corporate income tax. Currently, the Law on Corporate Income Tax (amended) is being submitted to the National Assembly for comments at the 8th Session and is expected to be approved at the 9th Session in May 2025, which stipulates the highest level of corporate income tax incentives for the fields of science, technology and high technology. The delegate suggested that the drafting agency continue to review and update with the draft Law on Corporate Income Tax (amended) to be submitted to the National Assembly at the next session to ensure consistency and compatibility.
