At the meeting, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung, on behalf of the provincial National Assembly Delegation, reported the content and program of the 9th session of the 15th National Assembly to voters.

At the same time, he emphasized: This is a very important session, the National Assembly will resolve issues related to the Party's policy on streamlining the state apparatus. Streamlining the state apparatus, merging communes, abolishing district-level governments, and merging with provinces is a major policy to improve the effectiveness and efficiency of the state apparatus, while helping localities exploit all potentials and strengths, creating new areas for development, contributing to bringing the country forward in the era of national development.

Hope voters will participate in giving advice to help the National Assembly realize the policies and goals set by the Party.

Many voters expressed their high expectations for the content of the session and expressed their absolute agreement with the policy of streamlining the apparatus that the Party and State are implementing. In addition, they highly appreciated the quality of activities of the Provincial National Assembly Delegation in the past time, which has been a bridge, bringing the voices of Quang Tri voters to the National Assembly forum.

Expressing their wishes, voters said that merging communes, abolishing district-level governments and merging with provinces is a major policy that is agreed upon by the people, however, the implementation needs a specific roadmap to prepare the best conditions for the merger.

The merger of provinces must adhere to the criteria issued by the National Assembly's resolution. In addition, many large cities across the country have been established for hundreds of years and have brands on the international tourism map, so it is necessary to calculate and research to build an urban government model.

Because the merger took place in a short period of time, the naming of new administrative units is still lacking in consistency among localities across the country. Some localities name them by place name, others by serial number, which is inconsistent and unscientific.

Many voters hope that after the merger, the National Assembly needs to have a policy to solve employment for non-professional cadres at the commune level. Because most of the non-professional cadres at the commune level are young, have received formal training, are enthusiastic, and want to continue working and contributing.

At the same time, the National Assembly needs to have solutions to attract investment, create new jobs for people and also for officials, civil servants, public employees, and workers who have to quit their jobs when restructuring and streamlining the apparatus.

Regarding the merger of Quang Tri and Quang Binh provinces, voters hope that in the long term, a new administrative center should be planned and built at the current border between Quang Binh and Quang Tri provinces to create a new urban area, while also facilitating people and businesses to travel and handle administrative procedures.

At the same time, we hope that the National Assembly will have preferential mechanisms and policies specifically for Quang Tri in particular and localities that are not selected as administrative centers to attract investment and economic development.

In addition, voters also proposed many issues in many fields such as the need to unify the development of a set of textbooks for all levels of education nationwide. Proposed the need to amend regulations on conferring the title of Heroic Vietnamese Mother such as criteria for having adopted children or sacrificed daughters-in-law. Attention should be paid to resolving policies for people with meritorious services...

In his explanatory speech, Acting Chairman of the Provincial People's Committee Ha Sy Dong acknowledged the voters' recommendations, and the Provincial National Assembly Delegation will study and synthesize the opinions to submit to the National Assembly for consideration and handling. In addition, Acting Chairman of the Provincial People's Committee Ha Sy Dong also informed voters about the implementation of the task of merging the provinces of Quang Binh and Quang Tri.

In particular, the leaders of the two provinces have agreed to propose plans to organize and rearrange the apparatus to facilitate the work of officials and the people to travel conveniently in carrying out administrative procedures. For the key projects and works in the province, the progress is also being accelerated, the investment level is being upgraded to create a competitive position in attracting investment in the future.
