According to Circular 29 on extra teaching and learning of the Ministry of Education and Training, public school teachers are not allowed to participate in the management and operation of extra teaching outside of school. And it is absolutely not forbidden for teachers to give extra teaching but they must follow the regulations.

Specifically, teachers are only allowed to teach at places that have registered their business in accordance with the law (business households, tutoring centers) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts and towns.

In this case, if the teacher has facilities such as a private home or a room that meets the conditions for individuals or organizations registered to rent out to provide extra teaching and learning, the teacher is allowed to teach at this center like other centers.

In addition, the Chief of Office of the Department of Education and Training reminded that when teaching extra classes, teachers should note not to teach extra classes to primary school students, except in the following cases: art training, physical education, life skills training; Do not teach extra classes for money outside of school with regular students.

Mr. Ho Tan Minh said that the People's Committee of Ho Chi Minh City has assigned the Chairman of the People's Committee of Thu Duc City and districts the following tasks:

Responsible for managing extra teaching and learning activities in the area.
Direct the Department of Education and Training to guide, organize or coordinate with relevant agencies to organize inspections of extra teaching and learning activities in the management area; Handle according to authority or propose competent authorities to handle violations.
Direct the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.
