In order to continue to remove obstacles for production and business and stimulate domestic consumption; on August 29, 2024, the Government issued Decree 109/2024/ND-CP on registration fee collection for automobiles, trailers or semi-trailers pulled by automobiles and vehicles similar to domestically produced and assembled automobiles.
Thus, together with Decree No. 65/2024/ND-CP dated June 17, 2024 of the Government on extending the deadline for paying special consumption tax for some periods in 2024 which was issued and took effect earlier, domestic automobile manufacturing or assembling enterprises will enjoy quite complete and practical tax support policies.

According to its functions and tasks, Thanh Hoa Provincial Tax Department promptly issued Document No. 8011/CT-TTHT dated September 4, 2024 to notify and implement the policy of reducing registration fees according to Decree 109/2024/ND-CP mentioned above to organizations, individuals and relevant functional departments.
Accordingly, the initial registration fee for automobiles, trailers or semi-trailers pulled by automobiles and vehicles similar to domestically manufactured and assembled automobiles is applied as follows:
- From September 1, 2024 to November 30, 2024: The registration fee collection rate is equal to 50% of the collection rate prescribed in Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees being implemented by current Resolutions of the People's Council or current Decisions of the People's Committees of provinces and centrally run cities on local registration fee collection rates and amendments, supplements and replacements (if any).
- From December 1, 2024 onwards: The registration fee collection rate continues to be implemented according to Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees (mentioned above): current Resolutions of the People's Council or current Decisions of the People's Committees of provinces and centrally run cities on local registration fee collection rates and amendments, supplements and replacements (if any).
Decree 109/2024/ND-CP takes effect from September 1, 2024 to November 30, 2024.
