On November 15, the Investigation Police Agency of Ba Ria-Vung Tau Province issued a decision to prosecute and ban Mr. Nguyen Van Hai (53 years old, residing in Long Dien District), Director of the Department of Natural Resources and Environment of Ba Ria-Vung Tau Province.

Mr. Hai was prosecuted for violating regulations on land management under Article 229 of the Penal Code. According to the investigation results, during his tenure as Vice Chairman of the People's Committee of Dat Do District, Mr. Hai was involved in allocating land with land use fees without auction, to the wrong subjects, causing damage to the state.
Mr. Hai knew that allocating land with land use fees without auction was against the regulations. Therefore, Mr. Hai did not accept the 2 plots of land that the Dat Do District Party Committee decided to give him. Mr. Hai signed 77 decisions to allocate land without auction for 70 cases, with a total area of nearly 7,000 m2 , and a total value of more than 5 billion VND.
In addition, Mr. Hai also signed 116 land use right certificates. Thus, Mr. Hai realized that land allocation without auction was against the regulations. In the meetings, Mr. Hai did not object, did not report to the Department of Natural Resources and Environment, the Provincial People's Committee, and still signed 77 decisions on land allocation without auction with a total area of nearly 7,000 m2 with a total value of land use rights allocated according to the land allocation decisions of more than 5 billion VND, satisfying the elements constituting the crime of violating regulations on land management.
Regarding this case, previously, the Ministry of Public Security's Investigation Police Agency had executed an order to prosecute many former officials, including the Chairman of the People's Committee of Dat Do District, Deputy Head of the Mineral Resources Department of the Department of Natural Resources and Environment of Ba Ria-Vung Tau Province...
