On May 15, Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications (Ministry of Information and Communications), said that as of May 14, 1.15 million subscribers had been locked in both directions. Because the subscribers did not complete the information standardization procedures, businesses had recalled and canceled more than 985,000 SIMs, accounting for 85.65%.

Up to now, nearly 1 million phone SIMs have been recalled to the number warehouse.

The Telecommunications Department said that after the two-way lock for 1.1 million subscribers, from April 14 until now, not many subscribers have re-registered their information. After today, May 15, there will be no more opportunities for subscribers to keep their numbers.

After standardizing subscribers, the Deputy Director of the Telecommunications Department said: "The Ministry of Information and Communications has established 8 inspection teams to conduct large-scale inspections nationwide to strictly handle violations of subscriber information on phones. In particular, we will inspect businesses, organizations and individuals who use large numbers of SIM cards and show signs of irregularities."

Currently, the authorities have recorded that there are about 260 individuals owning more than 1,000 SIMs/person; more than 5,700 individuals owning more than 100 SIMs/person. From now until June, the inspection team will expand inspections of businesses and SIM dealers, sharing user information to register fake junk SIMs.

The inspection team will report to the leaders of the Ministry of Information and Communications for strict handling, including proposing to suspend new subscriber development activities for violating businesses, especially those providing services to newly developed subscribers with incomplete or inaccurate information, selling and circulating on the market subscriber SIMs with pre-entered information, and activating mobile services for SIMs.

The number of recovered SIMs will be returned to the number warehouse and after about 3 months will be released to the market to develop new subscribers.

In addition, the Telecommunications Department will direct mobile telecommunications businesses to continue handling the situation of junk SIMs; prevent and handle violations related to advertising calls and phone numbers on advertising lists.

The Telecommunications Department will deploy systems to prevent and block spam calls, applying artificial intelligence technology, big data and advanced technology solutions. At the same time, the authorities will provide users with tools to proactively prevent them from their terminal devices.
