BSR changes the whole sunny and sandy area
The day we heard Prime Minister Vo Van Kiet about the burning white sand area in Van Tuong (Eastern Binh Son District, Quang Ngai) surveying for an oil refinery and a deep-water seaport; the officials and people of this area were still very... surprised, not understanding what an oil refinery was, it was too strange in their minds. Yet, that land full of sunshine, thorns, white sand and murmuring waves underwent a spectacular "major surgery" after the fall of 1994.
At that time, the location for the Dung Quat Oil Refinery had been determined, but it was not until about ten years later that construction began. It was the end of 2005 that the country's No. 1 Oil Refinery was started, starting to be identified in Dung Quat, Quang Ngai province, with an area of over 800 hectares. The contractor for this project was Technip, a world-famous oil and gas company, as the EPC general contractor, with a construction period of 44 months. It was a real "storm", but when it passed, people across the country knew more about Quang Ngai because of the Dung Quat Oil Refinery.
Dung Quat Refinery can be considered the "heart" of Dung Quat Economic Zone. After this factory, a series of other large projects were implemented here: Doosan Vina, Hoa Phat Dung Quat Iron and Steel Complex, VSIP Industrial Park... It can be said that Dung Quat Refinery is a "magnet" attracting investment to Dung Quat.
Called the "heart" of Binh Son Refining and Petrochemical Joint Stock Company (BSR), the predecessor of Binh Son Refining and Petrochemical One Member Co., Ltd., the more it operates, the more stable and developed it becomes, contributing greatly to the budget, creating jobs and stable income for thousands of people.
Dung Quat NMLD is a "magnet" attracting investment to Dung Quat
After 15 years of establishment and development (May 9, 2008 - May 9, 2023), BSR has processed more than 90 million tons of crude oil, produced and sold more than 86 million tons of products to the market, with a profit after tax of more than VND 44,000 billion, contributing more than VND 209,000 billion to the state budget; creating jobs for 1,522 workers. In the first 6 months of 2023, BSR produced 3.56 million tons of products, with revenue of more than VND 69,000 billion, and paid more than VND 7,900 billion to the state budget.
BSR's contribution to Quang Ngai province is enormous. For example, in 2010, when the factory was officially accepted and put into commercial operation, Quang Ngai province's budget revenue reached 15,553 billion VND, of which BSR alone contributed 14,382 billion VND (accounting for 92.5% of the province's total budget revenue). By 2022, BSR will contribute more than 19,000 billion VND to Quang Ngai province's budget revenue, accounting for 54% of the province's total budget, and Quang Ngai province will be among the "famous names" in the country in terms of budget revenue.
The presence of BSR has brought about remarkable growth in the industrial production value of Quang Ngai province: In 1989, when the province was separated, the industrial production value of Quang Ngai province only reached 601 billion VND, but by 2022 it was 129,000 billion VND (an increase of more than 200 times). GDP per capita reached 97.67 million VND, ranking 2nd among 14 provinces in the North Central and Central Coast regions, 2nd among 5 provinces in the key economic region of the Central region. Not to mention, Dung Quat Oil Refinery has accelerated the growth rate and economic restructuring of Quang Ngai province and Dung Quat Economic Zone is one of the successful economic zones in the country.

Forming a petrochemical center
According to Mr. Nguyen Van Hoi, Party Secretary and Chairman of the Board of Directors of BSR, BSR is maintaining its leading position in the Vietnamese petrochemical industry. Its annual production output meets over 30% of the country's petroleum demand, contributing to socio-economic development and ensuring national energy security.
In the near future, BSR, with its vision of becoming a leading regional enterprise with international standing in the energy and petrochemical sector, will have the mission of providing petrochemical products with high quality standards, contributing to ensuring national energy security and being the driving force for economic development in the Central Highlands region.
At present, Dung Quat Refinery can operate at high capacity up to 112 - 114%, successfully testing 135%. Some technological lines and workshops have been fully exploited with reserve factors up to 115%, 120%, 130% of capacity. Especially in 2022 and early 2023, Dung Quat Refinery has increased its operating capacity to 112%, contributing to reducing the pressure on gasoline supply for Vietnam. This is also the condition and foundation for Dung Quat Refinery to become the core of the National Petrochemical Refinery Center in the Central region.

In early 2023, when visiting and working with BSR, Prime Minister Pham Minh Chinh highly appreciated and praised the BSR team for contributing to the success of the Vietnam National Oil and Gas Group and the whole country. "We are proud because this is the first refinery in Vietnam built, operated, and managed by Vietnamese people..., contributing to building an independent, self-reliant, and comprehensively innovative economy," Prime Minister Pham Minh Chinh emphasized.
Regarding the project to develop the National Oil Refinery and Energy Center in Dung Quat Economic Zone, the Prime Minister also assessed that the establishment of this center in Dung Quat is in line with Resolution No. 26 of the Politburo, necessary for the development of the oil and gas industry and ensuring national energy security. Currently, the Dung Quat Oil Refinery expansion project is being implemented by BSR and after operation, the capacity will be increased to 171,000 barrels/day, equivalent to 7.6 million tons/year.
