Created a kidnapping scenario to blackmail biological mother

On May 21, Tan Phu District Police (Dong Nai) announced that they had just arrested Tran Cong Minh (32 years old, residing in Phu Binh Commune, Tan Phu District) and Vo Gia Quyen (33 years old, residing in Tan Thanh Commune, Lam Ha District, Lam Dong Province) to investigate the act of extortion.

According to initial information, at noon on May 18, Ms. Che Thi T. (56 years old, Minh's biological mother) went to Tan Phu District Police to report: On the morning of May 17, a subject called to inform that her son Tran Cong Minh was being arrested and asked her to pay 230 million VND that Minh owed.

This person also threatened that if Ms. T. did not pay the full amount within 3 days, he would cut off Minh’s hand and send it home. At the same time, the subject also let Ms. T. hear her son’s cries for help, “being beaten and locked in a chicken coop” and told her not to report to the police, because if she reported to the police, she would never see her son again.

Fearing for her child's life, Ms. T. repeatedly called the phone number that called her but could not reach her. Ms. T. went to the police to report the incident.

Upon receiving the information, Tan Phu District Police coordinated with professional units to investigate and verify the information provided by Ms. T.

At noon on May 20, Tan Phu District Police urgently arrested Tran Cong Minh and Vo Gia Quyen, the two people who discussed staging the kidnapping to seize Ms. T's property.

Minh and Quyen confessed that after discussing and agreeing on the script, Quyen pretended to be a kidnapper and called to blackmail Ms. T.

From May 17 to 19, Quyen called 3 times to threaten and demand that Ms. T. transfer back the amount of 230 million VND. To put pressure on Ms. T., Minh and Quyen also acted out a scene of screaming miserably, slapping themselves in the face, and shouting that they were locked in a chicken coop and given a loaf of bread to eat each meal.

Fearing that her child's life would be affected, Ms. T. transferred 5 million VND to Quyen's account. At noon on May 20, while the two subjects were discussing continuing to threaten Ms. T. to take her money, they were arrested by the police.
