The Ho Chi Minh City People's Committee has just submitted a document to the City People's Council regulating additional support policies for cadres, civil servants, public employees, and workers when reorganizing the apparatus, restructuring and rearranging administrative units; people in charge of Party work at 100% state-owned enterprises and cases where they do not meet the age requirements for re-election or reappointment to hold positions and titles according to their terms.
Officials, civil servants, public employees and workers in Ho Chi Minh City will receive two support packages, including according to Decree 178/2024 of the Government and additional support according to the resolution of the Ho Chi Minh City People's Council.
Accordingly, the number of cadres, civil servants and public employees in the Party bloc is estimated to decrease by 521 people. The number of cadres and civil servants excluding commune level is estimated to decrease by 2,015 people.
The number of civil servants receiving salaries from the state budget is estimated to decrease by 2,767. The number of redundant civil servants due to the rearrangement of commune-level administrative units is 988.
Thus, the expected number of cadres, civil servants, public employees and workers needing to be streamlined is 6,291 people.
Ho Chi Minh City People's Committee also estimates funding to support these 6,291 cases.
Specifically, the payment of early retirement benefits according to the Government's decree is more than 1.57 billion VND/person.
Additional support payment according to the City People's Council resolution is about 1.1 billion VND/person.
Thus, with these two support policies, each person is expected to receive support of more than 2.68 billion VND.
The total support budget for 6,291 people is about 16,789 billion VND. Of which, the city budget must ensure 6,877 billion VND.
In addition, in the case of people in charge of Party work at corporations and companies arranging the Party, there are 418 redundant people. The estimated budget that the city needs to arrange to support these cases is 186 billion VND.
The estimated budget needed to support additional cases that do not meet the age requirements for re-election or reappointment according to Government regulations is 450 cases. The estimated budget the City needs to allocate to support these cases is 37 billion VND.
Thus, the total budget expected to provide additional support for all cases (about 7,159 people) is about 17,000 billion VND. Details of expected conditions for support are HERE
Regarding funding sources, according to the City People's Committee, the city budget will arrange funding estimates for implementation.
In which, the Party, State, Vietnam Fatherland Front agencies, socio-political organizations, associations assigned tasks by the Party and State, and public service units (public service units that partially self-insure regular expenses, public service units whose regular expenses are guaranteed by the state budget) are allocated budget estimates by the state budget to organize implementation.
Financially autonomous units (public service units that self-insure regular and investment expenditures, public service units that self-insure regular expenditures), corporations, and companies in which the State holds 100% of charter capital shall be paid by the unit from the unit's revenue from its career activities and other legal sources of revenue.
In case the balancing capacity of the units is not guaranteed, the city budget will partially support.
