By 2024, all administrative procedures in Yen Bai will be deployed through the online public service portal. According to data from the Yen Bai Provincial People's Committee, by early 2024, more than 90% of the province's administrative procedures had been provided electronically. At the same time, the number of records processed through the public service portal reached 85% of the total number of administrative records. This portal helps people easily access public services, monitor the progress of processing records, and reduce waiting time.

The province has also deployed an electronic one-stop system with a 98% on-time settlement rate in 2023, bringing satisfaction to people and businesses. Agencies and units are also gradually switching to using digital signatures and conducting transactions via online platforms.

Developing digital economy and smart agricultural models

Digital transformation in Yen Bai is not only limited to government activities but also spreads to economic sectors. The province has applied digital technologies to develop smart agriculture, helping people improve productivity and product quality.

One of the highlights is the implementation of smart agricultural models based on the application of IoT (Internet of Things) technology. Through sensors and remote control technology, farmers can monitor the situation of land, crops and animals more accurately. This model has been tested in 5 districts of Yen Bai with the participation of more than 1,000 farming households . The results show that the productivity of agricultural products (such as tea, rice, vegetables) has increased by an average of 10-15% compared to before applying the technology.

In addition, the province has deployed e-commerce for Yen Bai's typical agricultural products. Products such as rice, tea, plums and catfish are put on major e-commerce platforms such as Tiki, Lazada and Shopee, helping to connect products with the national market. As of June 2024, Yen Bai's agricultural products had more than 500,000 visits on these platforms and achieved revenue exceeding VND 5 billion from online sales.

Application of technology in medicine and education

Digital transformation has also been implemented in the healthcare and education sectors in Yen Bai. Hospitals and medical facilities in the province have begun using electronic medical records and telemedicine. By the end of 2023, 100% of hospitals and district-level medical centers have applied electronic medical records management software. This system helps doctors manage patient information more accurately, minimize errors in the treatment process, and enhance connectivity between medical facilities.

In addition, in the education sector, Yen Bai has implemented online classes to ensure that students are not interrupted in their studies, especially during the COVID-19 pandemic. In 2024, the province invested in online learning systems and trained teachers to use digital technology. More than 70% of schools in the province have now implemented teaching via online learning platforms, helping students access lectures and learning materials remotely.

Technology infrastructure and smart city initiatives

To support digital transformation, Yen Bai has also focused on investing in information technology infrastructure. The province has expanded its broadband internet network to communes, especially remote areas. By 2024, more than 90% of Yen Bai’s communes and towns will have broadband internet connections, helping to improve the connectivity of people and government agencies.

In addition, Yen Bai is also aiming to build a smart city with projects to improve the quality of public services, traffic, environment and security. The project to apply technology in traffic management and environmental warning has been tested in Yen Bai city and will expand to other areas in 2024.
