Implementing the direction of the Prime Minister and the Secretary of Dong Nai Provincial Party Committee, from February 17, Bien Hoa City Party Committee organized 6 working groups to go to Tam Phuoc and Phuoc Tan wards (Bien Hoa City) to propagate and mobilize households to hand over land for the Bien Hoa - Vung Tau Expressway Project. The propaganda and mobilization of households to hand over land will last continuously for 10 days, including nights and weekends, with the goal of handing over the entire land for project construction within March.

According to the People's Committee of Bien Hoa city, up to now, the land area handed over on the ground to implement the project through Phuoc Tan and Tam Phuoc wards is nearly 44.5/59.5 hectares, reaching nearly 75% of the area that needs to be recovered for the project. The total length of each section eligible for construction has been handed over 4.68/6.2km, equivalent to 75.5% of the length of the route through the area. The remaining area is in the area of 666 households. Most of these households bought and sold land by hand, built illegal houses... not eligible for resettlement, of which the first section of the route in Phuoc Tan ward has more than 200 cases.
After the first day of propaganda and mobilization by 6 working groups, nearly 30 households agreed and signed a commitment to hand over the land for project construction. Some households had opinions and recommendations to the groups about land prices, resettlement considerations, support for construction on the land, etc. The group members also clearly explained according to current regulations when the state reclaims land.

Mr. Ho Van Nam, Secretary of Bien Hoa City Party Committee, emphasized that the guiding viewpoint of the city leaders is to focus on propaganda and mobilization so that people understand and agree to hand over the land, avoiding cases of forced eviction causing property damage to the people. However, in cases where competent state agencies have fully implemented the procedures for compensation and support when the State recovers land and have been mobilized and persuaded but still refuse to hand over the land, they will resolutely carry out forced eviction according to regulations. Thereby, determined to complete the project's site clearance in March 2025 according to the direction of the Provincial Party Secretary to speed up the construction progress of the national key project.

Previously, at the working session with the Standing Committee of Bien Hoa City Party Committee on planning work and key projects in Bien Hoa City on February 12, Secretary of the Provincial Party Committee Vu Hong Van said that in recent times, Bien Hoa City and related units of the province have made many efforts in site clearance to serve the construction of the Bien Hoa - Vung Tau Expressway Project. However, the implementation has not been synchronous, not really drastic, and some officials have even avoided responsibility, causing the site of this project to repeatedly "miss the deadline" of the province's commitment to the Prime Minister's direction.
Mr. Van requested that, in addition to completing legal procedures for documents in compensation, support and resettlement according to regulations, it is necessary to focus on promoting propaganda and mobilization work. Mobilization work must be carried out continuously day and night and without days off with a determined and urgent spirit. Issues under the authority and responsibility of any agency or individual must be proactively implemented without waiting, with a timeline and specific products.
The Secretary of Dong Nai Provincial Party Committee directed that departments, branches and Bien Hoa city must focus on speeding up the site clearance progress for this key project, with 25% of the site facing difficulties to be completely resolved by March 2025.
Chairman of Dong Nai Province People's Committee Vo Tan Duc also requested Bien Hoa City to come up with a plan for temporary housing and a plan for forced eviction in February for land plots without houses. Then, by early March, the remaining households with houses and architectural structures will be forced eviction.
The Bien Hoa - Vung Tau Expressway Project started construction in phase 1 on June 18, 2023 with a length of 53.7km, divided into 2 component projects. The starting point of the project intersects with the National Highway 1 bypass through Bien Hoa city, the end point intersects with National Highway 56 (Ba Ria - Vung Tau province).
The above expressway passes through Bien Hoa city and Long Thanh district with a length of about 34km; the area requiring land acquisition is nearly 290 hectares. Of which, the section passing through Phuoc Tan ward and Tam Phuoc ward in Bien Hoa city is 6.2km long and must be cleared for 1,885 households, of which 1,073 households will be cleared.
