NDO - On February 13, the Ministry of Science and Technology coordinated with the People's Committee of Da Nang City to organize a workshop to collect opinions on the draft Decree regulating a number of contents on innovation and creative startups.
In recent times, our Party and State have had many policies and guidelines to promote the application of science and technology, build and develop the national innovation and startup ecosystem. Thereby, many important results have been achieved, contributing increasingly to the socio-economic development of the country.
In 2024, Vietnam's innovative startup ecosystem will rank 56th in Startup Blink's Global Startup Ecosystem Index. According to the 2024 Global Innovation Index Report, Vietnam is ranked 44/133 countries and economies, up 2 places compared to 2023.
Besides the achievements, there are still many bottlenecks in thinking, awareness, and institutions in the field of science and technology, hindering the development process.
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development and national digital transformation, setting out the task of "Urgently amending, supplementing, and synchronously perfecting regulations on science, technology, public investment, public procurement, etc. to remove bottlenecks and barriers, free up resources, encourage and develop science, technology, innovation, national digital transformation, and human resource development".

Accordingly, the Decree consists of 6 chapters, 33 articles and 5 main contents: Standardizing terminology, unifying content; classifying subjects related to innovation and creative startups; identifying subjects related to innovation and creative startups; recognizing subjects related to innovation and creative startups; promoting innovation and creative startups.
At this workshop, delegates discussed, contributed and proposed recommendations such as: not placing too much emphasis on the number of people working at a startup center; needing to clearly state how long it takes for the center to ensure sales and revenue; some rather "strict" criteria for determining organizations supporting innovation...
The delegates' opinions contribute to building, perfecting and systematizing current legal regulations on innovation and creative startups.
