NDO - On the morning of February 13, at the National Assembly House, the National Assembly Standing Committee held a meeting to give opinions on the draft Resolution of the National Assembly to pilot a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities.

According to the Government's Proposal, the development of the Resolution aims to pilot a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities so that this field truly becomes a driving force to complete the country's industrialization and modernization; create a legal basis to positively, effectively and efficiently impact, promote science, technology, innovation and national digital transformation.

Thereby, promptly handling related issues, promoting socio-economic growth, improving productivity, ensuring national security and safety, improving people's material and spiritual life, making science, technology, innovation and national digital transformation truly become the driving force for socio-economic development to complete the country's industrialization and modernization, achieving the dual goals of the country by 2030 and 2045 as set out by the 13th National Party Congress.

The draft Resolution consists of 4 chapters and 20 articles, including 2 contents related to science, technology, innovation activities and national digital transformation activities.

The basic content of the draft Resolution stipulates the autonomy mechanism of scientific and technological research organizations in the direction of granting autonomy and self-responsibility for organization, staff, finance, and expertise; supplementing regulations on exemption from accepting risks in scientific research and technological development (exemption from civil liability in case of damage to the State during the implementation of scientific research and technological development topics, not having to return funds used during the implementation of tasks); stipulating principles on applying fixed expenditures for scientific and technological tasks using the state budget, including the content of fixed expenditures for final products; stipulating principles on state funding for scientific and technological tasks through funds...

Presenting the review report, Chairman of the Committee on Science, Technology and Environment Le Quang Huy affirmed: The Standing Committee of the Committee agrees with the necessity of issuing the Resolution. The implementation of the Resolution will contribute to accelerating the implementation of tasks to achieve the growth target of 8% or more in 2025 and double-digit growth in the period 2026-2030.

Through research and review, the Standing Committee of the Committee found that the policies of the draft Resolution have no governing laws or are different from the provisions of current laws and resolutions. Therefore, according to Clause 2, Article 15 of the Law on Promulgation of Legal Documents, the National Assembly's issuance of a resolution to pilot the policy has a legal basis.

Through discussion, members of the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and decision on piloting the policy to remove obstacles for science, technology, innovation and national digital transformation activities.

Thereby, promptly institutionalizing the Party's policies, especially Resolution No. 57-NQ/TW, to quickly remove difficulties and obstacles in this field and create momentum to promote the country's socio-economic development to achieve the goals set in 2025 and the following years.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man expressed his agreement with the draft Resolution, while noting that the Resolution needs to promptly remove difficulties when there is no governing law or it is different from current law.

When issuing the Resolution, agencies, ministries and branches need to pay attention to urgent issues stated in Resolution No. 57-NQ/TW to promptly deploy and resolve difficulties in science, technology, innovation and national digital transformation activities.

According to the National Assembly Chairman, the issues that are ripe and clear need to be put into practice immediately to unleash resources to contribute to economic growth.

In addition, agencies, ministries and sectors need to "take shortcuts and get ahead" to implement policies, simplify procedures in payment settlement for scientists conducting scientific projects; create open mechanisms to attract domestic and foreign enterprises to participate in investment and promote scientific research.
