Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology (S&T), innovation (I&T) and national digital transformation (DCT), the provincial Party Committee and government identified S&T and DCT development as the top important breakthrough, the main driving force for socio-economic development, bringing the province to develop strongly in the era of national development.
In particular, focusing on promoting the combined strength of the entire political system, the proactive and active participation of intellectuals, scientists and people in the development of science and technology, innovation and digital transformation.
Science and technology achieve outstanding results
In 2024, the province achieved many impressive results in socio-economic fields. In particular, the province's science and technology sector achieved remarkable results. According to the general assessment, the results of the science and technology sector all met and exceeded the set targets.
Notably, the (TFP) index contributing to growth in 2024 is 47%, reaching 100% of the plan, the ratio of high-tech product value and high-tech application in the total industrial production value of the province reached 101.36% of the plan, reaching 110% of the target of Project 04 (35%). Commercialization of 8 products from the results of scientific research and technology development tasks reached 133.3% of the plan.
The province's science and technology potential has been enhanced. The Provincial Competitiveness Index (PCI) ranked 7th out of 63 provinces and cities, up 6 places; the Provincial Green Transformation Index (PGI) ranked 19th out of 63 provinces and cities, up 43 places compared to 2022. According to Chairman of the Provincial People's Committee Tran Ngoc Tam, the proud achievements of the province in recent times, especially in the field of science and technology, have made many advances with important contributions from the province's intellectuals and scientists, experts from institutes and schools participating in research, implementing topics, projects, and transferring scientific and technological achievements.
The province’s research topics and projects with the participation of experts and scientists have shifted from basic research to more applied research. This has brought positive results to the science and technology sector as well as the socio-economic development in general.
Human capacity building
Effectively implementing Resolution No. 57-NQ/TW, one of the important solutions is to develop and make use of high-quality human resources and talents to meet the requirements of developing science and technology, innovation and national digital transformation. Speaking at the National Conference on Breakthroughs in Developing Science and Technology, Innovation and National Digital Transformation, General Secretary To Lam also mentioned the solution to quickly develop high-quality human resources.
It is necessary to issue a mechanism to attract talents in general, especially science and technology talents, Vietnamese talents abroad and international experts, with attractive policies on nationality, income, housing and working environment. Promote the movement to honor talents and creativity, arouse the spirit of patriotism and dedication of scientists. Continue to maintain the lifelong learning movement, reform the education and training system, focusing on post-graduate, university and vocational training.
The intellectuals and scientists are identified as the center, the subject, the main resource, the driving force, the key factor; the State plays the role of leading, promoting, and creating the most favorable conditions for the development of science and technology, innovation and digital transformation in the province. The province needs to have appropriate mechanisms and policies to gather and attract intellectuals living, studying and working in provinces and cities across the country, especially the children of the province, so that they have the opportunity to contribute their intelligence and resources to the socio-economic development of the province.
Regarding this issue, Prof. Dr. Ha Thanh Toan - former Principal of Can Tho University said: Ben Tre intellectuals in localities such as Can Tho, Ho Chi Minh City and other localities have many conditions to contribute to the development of the province. However, there needs to be a good policy to attract intellectuals to return to the province and contribute to the province.
Can Tho University as well as institutes and schools are ready to connect with the province to invite Ben Tre students to return to their homeland. At the same time, build a team of advisors who are Ben Tre intellectuals working at institutes, schools and units to advise the province.
From the perspective of the Ben Tre Compatriot Liaison Committee in Ho Chi Minh City, Dr. Doan Hoang Hai - Deputy Head of the Liaison Committee suggested that it is necessary to move towards establishing an advisory council or a Ben Tre intellectual club outside the province to mobilize more opinions for the province.
The Liaison Committee will continue to mobilize support and investment in science and technology development and improve the quality of human resources in the province.
According to MSc. Nguyen Vo Nhat Duy - Head of the Provincial Young Intellectuals Club, facing the current trend, the province's young intellectuals in particular will actively participate in implementing the policy of streamlining and streamlining the apparatus.
At the same time, to improve the efficiency of operations in the political system, young intellectuals will be professional and specialized in performing assigned tasks, ensuring compliance with current practical requirements of the locality.
In addition, the club will focus on connecting with intellectuals outside the province to expand the network and mobilize more resources to carry out political tasks and develop the local socio-economy.
The Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province have just organized a meeting of outstanding intellectuals in the early spring of At Ty 2025. The meeting informed the intellectuals about the situation and results of the implementation of the province's socio-economic tasks in 2024. At the same time, they recorded the opinions of the intellectuals, and proposed solutions on various aspects, breakthrough solutions for socio-economic development of the province in 2025, contributing to the completion of the socio-economic development goals set out in the Resolution of the 11th Provincial Party Congress for the 2020-2025 term.
