Reporting at the conference, local leaders said that after 5 years of implementing the Resolution of the 13th National Party Congress, the province's socio-economy has maintained stability and grown quite well, the scale of the economy has expanded significantly, increasing by more than 1.7 times compared to the beginning of the term; the average GRDP growth rate reached nearly 9%, among the top in the country (in 2024 alone, the economy grew quite well, reaching 8.7%); it is estimated that 16/18 targets have been completed. Ninh Thuan has developed from a difficult province in the country, becoming a middle-income province. The economic structure has shifted in the right direction, increasing the proportion of industry; agricultural production has developed quite comprehensively. Services and tourism have recovered, the number of tourists to the province has increased sharply, reaching 3.4 million by the end of 2024, nearly 3 times higher than in 2020. The investment and business environment has been positively improved; Provincial competitiveness has improved significantly, with the PCI index in 2023 ranking 11th out of 63 provinces and cities, and investment resource mobilization has achieved positive results. Culture, society and environment have made many advances; the quality of education and human resources have been gradually improved. Scientific research and technological development activities associated with innovation have initially achieved results. The province has focused on improving the quality of medical examination and treatment, and health care for the people; disease prevention and control have been effective, especially during the Covid-19 pandemic. Social security issues have received due attention. National defense and security have continued to be consolidated and strengthened in terms of potential, forces and posture. Party building and the political system have been carried out regularly, comprehensively, with focused leadership, achieving many important results. Regarding preparations for Party congresses at all levels, up to now, the provincial level has issued an outline of the political report; directed the preliminary and final review of specialized resolutions; conducted the development of the Political Report (first time); completed the personnel planning for the new term; Basically review and conclude on political standards, well prepare the process of introducing personnel to participate in the provincial Party Committee for the 2025-2030 term.
However, the province's economy has grown well but not commensurate with its potential and advantages; the scale of the economy is still small, with low competitiveness; the restructuring of the economy and the internal structure of each industry and field has not gone into depth. The investment and business environment has been improved but is still unstable. The quality of human resources has not met development requirements. People's lives and incomes have been improved but there are still many difficulties, especially in ethnic minority areas, mountainous areas, remote areas. The renewable energy industry is a local strength, but there are still difficulties due to planning, policy mechanisms, prices, slow issuance and many obstacles; the progress of implementing power transmission infrastructure projects is slow. Although essential infrastructure has received investment attention, many areas are not synchronized, especially transport infrastructure.

Reporting on the Ninh Thuan Nuclear Power Project , the provincial leader representative said that after the National Assembly approved the investment policy in Resolution 41/2009/QH12, on November 25, 2009, the planning to build Ninh Thuan 1 Nuclear Power Plant located in Phuoc Dinh Commune, Thuan Nam District and Ninh Thuan 2 Nuclear Power Plant located in Vinh Hai Commune, Ninh Hai District, the province surveyed and measured to determine the total planned construction area of the 2 Plants is 1,642.22 hectares, affecting and impacting nearly 4,000 people with 1,100 households. On November 26, 2016, the National Assembly issued a Resolution to stop implementing the investment policy of the Ninh Thuan Nuclear Power Project, which changed the growth and development scenarios of the province approved by the Prime Minister. The socio-economic infrastructure and public welfare works in the two communes of Phuoc Dinh and Vinh Hai and the surrounding areas have been degraded due to lack of investment, waiting for handover to new residences. People in the project area are facing difficulties, having spent a long time waiting, hoping to soon return to their new residences and stabilize their lives and production.
The restart of the Ninh Thuan Nuclear Power Plant creates momentum to promote the rapid socio-economic development of the province, removing current difficulties. The province proposes that the Central Government soon determine the roadmap for the construction of Ninh Thuan Nuclear Power Plants to serve as a basis for the province to conduct surveys, collect opinions, determine the thoughts and aspirations of the people in the project area; strengthen information dissemination and mobilization to create consensus when the project is implemented. The province proposes to continue to build a special mechanism for socio-economic development of localities with nuclear power plants, in which priority is given to the mechanism for human resource development and key infrastructure.

In his concluding remarks at the conference, General Secretary To Lam acknowledged and commended the achievements that the Party Committee, government, army and people of Ninh Thuan have made in recent times, especially in socio-economic development. Regarding Party building, the province has closely followed the documents of the Central Committee, focused on drastic and proactive leadership, preventing, stopping and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; proactively and promptly implemented Directive 35-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Party Congress.
The General Secretary said he was happy and moved to see Ninh Thuan, a dry land with little rainfall, the lowest in the country with only about 700-800mm per year, now overcome difficulties, knowing how to exploit the available potential from renewable energy such as wind power, solar power, green tourism and high-tech agriculture. Within 10 years, the average income per capita increased 4 times, the poverty rate decreased from 9.34% to 2.69%. That is a testament to the power to overcome adversity. Ninh Thuan today is not only an attractive destination, but also a reminder that determination, perseverance and creativity can turn challenges into opportunities, opening up a path of sustainable and hopeful development.
The General Secretary emphasized that Ninh Thuan's climate and natural conditions are not favorable, that is when looking at the comparative advantage in the agricultural sector, if looking at the energy sector, including renewable energy and clean energy, this is an outstanding strength. Ninh Thuan is emerging as an important energy center of the country, accounting for 18% of the total national capacity, contributing greatly to the province's growth in recent times. If some current obstacles in wind and solar power projects are cleared, and the implementation of the 8th Power Plan is promoted, Ninh Thuan will continue to make a stronger breakthrough. The Government, ministries, especially the Ministry of Industry and Trade must quickly remove bottlenecks in mechanisms, policies, and obstacles to promote the development of national energy projects in general, including energy projects in Ninh Thuan.
Regarding nuclear power, the General Secretary affirmed that nuclear power is a green and sustainable source of electricity. Nuclear power is increasingly being chosen and developed by many countries. There have been some incidents in nuclear power plants in history, but in terms of probability, they are extremely low. Moreover, current nuclear technologies have advanced very far, going through many new generations compared to previous old technologies. Recently, the National Assembly has resolved to continue implementing the investment policy in Ninh Thuan nuclear power, after 8 years of suspending this project, in order to meet Vietnam's urgent electricity consumption needs and is forecast to continue to increase. The total capacity of the current power system is about 85,000MW, needing about 70,000MW more by 2030, or about 150,000MW. By 2050, the total capacity needed is 400,000 to 500,000MW. Developing nuclear power sources will diversify supply sources, ensure energy security and green energy transition, helping Vietnam achieve the goal of zero net emissions by 2050 as committed at COP26. In addition, implementing nuclear power projects is also an opportunity for our country to develop high-quality human resources, enhance national science and technology potential, and participate in the global nuclear power industry supply chain.

The General Secretary stated that the people of Ninh Thuan and neighboring localities share and dedicate resources (land, resources) to develop energy projects to serve the development of the whole country, which will certainly have to be redistributed and enjoy the worthy fruits of development. The Party and State will have to ensure the selection of the best nuclear technologies, the best consulting partners, and the training of the best management personnel to ensure the safe and effective operation of this national energy project, not only for the present generation but also for future generations.
Regarding socio-economic development in general, the General Secretary said that Ninh Thuan has a lot of potential to develop tourism, develop marine economy, seaports and logistics service centers. Ninh Thuan has outstanding advantages to develop solar and wind power thanks to the highest wind speed and average sunshine hours per day in the country. Ninh Thuan sea area has the advantage of ideal salinity to develop industrial production of salt and post-salt chemicals; there are many endemic products with high indigenous characteristics that have become famous brands such as grapes, apples, onions, garlic, shrimp seeds... All of Ninh Thuan's potential values are huge, it is necessary to have a new perspective that is modern, global, with the breath of the rising era to awaken the potential hidden in the land and people of Ninh Thuan.
Thoroughly grasping the determination to strive to achieve the highest level of the goals of the Provincial Party Congress for the 2020-2025 term, the General Secretary requested the Provincial Party Committee to continue to do well in building and rectifying the Party and the political system to be clean and strong in all aspects; promote the strength of culture, people, and the Great National Unity bloc. Promote the responsibility of leaders, the responsibility to set an example; encourage and protect dynamic, creative cadres who dare to think and dare to do for the common good. Focus on arranging the organization of the political system to be lean, compact, strong, efficient, effective and efficient. Prepare well the conditions and successfully organize the Party Congresses at all levels for the 2025-2030 term; focus on determining growth targets, doing well in personnel work to serve the Congress; Congress documents must be objective, scientific, widely consulted, demonstrating the will and aspiration to rise up, and confidently enter the new era of the nation. The province needs to take advantage of the strengths of a major national energy center, a region with little rain, little storms, a highland area, and transportation advantages to develop this land into a green manufacturing industrial complex, supporting industry, a Green Industry Center - Net Zero; a Center for semiconductor chip production and AI technology, a regional national data center. Prepare well the conditions to restart the Ninh Thuan Nuclear Power Plant according to the Central's policy, especially propaganda work, creating high consensus among cadres, party members and people of all walks of life.
