Delegation of Yen Bai province attended the opening ceremony and gave opinions at the group discussion session of the 9th Extraordinary Session of the 15th National Assembly.

Yen Bai - On the morning of February 12, at the National Assembly House, the National Assembly Delegation of Yen Bai province attended the Opening Session of the 9th Extraordinary Session chaired by Politburo member and National Assembly Chairman Tran Thanh Man, to review and give opinions on many important contents, focusing on serving the streamlining of the organizational apparatus according to Resolution 18 of the Central Committee.

Delegate Do Duc Duy - Member of the Party Central Committee, Minister of Natural Resources and Environment, Head of the National Assembly Delegation of Yen Bai province spoke at the discussion at the group.

The session will review and decide on fundamental laws and resolutions to implement the restructuring and streamlining of the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on restructuring and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after restructuring and streamlining are truly "upgraded, raised to a higher level, with better quality and higher efficiency". At the same time, it will review and approve 4 draft laws, 7 Resolutions and carry out a number of personnel work contents under its authority, in accordance with Party regulations and State laws, streamlining positions to ensure that the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.

After the opening speech of the Session, National Assembly deputies of Yen Bai province listened to the Reports and verification reports on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; on the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; on the draft Law on Promulgation of Legal Documents.

During the discussion session in groups, 2 delegates of the National Assembly Delegation of Yen Bai province participated in discussing the contents of the Session. Accordingly, Mr. Do Duc Duy - Member of the Party Central Committee, Minister of Natural Resources and Environment, Head of the National Assembly Delegation of Yen Bai province gave his opinions on some contents on the scope of regulation and requested clarification of some contents in the draft Law on promulgation of legal documents. This is an important Law, playing the role of foundation, creating a legal corridor for the development and organization of the implementation of the system of legal documents.

Delegate Do Duc Duy said: The process for the agency to propose and consult and then make policy decisions and the current regulations are very detailed and if the policy proposal stage is done well, once it is legalized, the law will ensure long-term stability and avoid unwanted social impacts of the proposing agency as well as the National Assembly as a legislative body. At the same time, many delegates suggested that the current draft regulation that the National Assembly agencies or state agencies preside over the organization of policy consultation conferences is not really reasonable, but should be adjusted in the direction that the proposing agency presides over the organization of consultation conferences, which would be more reasonable. Along with that, expanding the subjects eligible to attend policy consultation conferences as well as the scope of policy consultation so that the policy consultation process ensures better quality...

Regarding the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly, delegate Nguyen Quoc Luan - Deputy Head of the National Assembly Delegation of Yen Bai province agreed with the necessity of amendments, in order to implement the policy on arranging and streamlining the organizational apparatus of agencies in the political system, ensuring synchronization and consistency with the amendments and supplements to the Law on Organization of the Government and the Law on Organization of Local Government, meeting current practical requirements. At the same time, he commented on Point b, Clause 4 of Article 8 and suggested that in this case, the drafting agency should consider that when amending and supplementing the content, more than one-third of it should be issued a new legal document to completely replace the current document, which will be more convenient in implementation, in searching, and in applying it in practice.

Regarding Point c, Clause 3 of Article 33, which stipulates that the draft law, ordinance, and resolution documents must be posted on the drafting agency's electronic information portal within a minimum period of 20 days, delegate Nguyen Quoc Luan proposed to increase the minimum period to 30 days to create conditions for all subjects whose opinions we need to collect to have more time and conditions to participate...

The meeting will take place over 6.5 working days, from February 12 to 19.
