Yen Bai - In recent years, Yen Bai city has synchronously implemented many solutions, creating positive changes in planning and urban management; in which, focusing on improving the effectiveness of management work, ensuring urban development in a sustainable, civilized and modern direction.

Accordingly, the direction and management of this field has been strengthened. In 2024, the City People's Committee issued 19 documents directing departments, offices, units, and People's Committees of communes and wards to develop implementation plans; assigned the Vice Chairman of the City People's Committee to directly grasp the situation, promptly resolve and remove difficulties and obstacles arising during the implementation process. Currently, the city has 1 regional planning project approved by the Provincial People's Committee, 3 general planning projects for commune construction, 9 detailed planning projects for functional area construction approved by the Provincial People's Committee and 2 planning projects approved by the City People's Committee. Regarding urban planning, there is 1 general planning project approved by the Provincial People's Committee, 24 urban subdivision planning projects, and 40 detailed urban planning projects.

After being approved by competent authorities, the planning projects have been announced and made public at the People's Committees of communes and wards for local management and implementation. In particular, some detailed projects have been marked by the investors, such as the detailed planning of the new urban area of ​​Dong Tam ward; the detailed planning of the new urban area of ​​Hop Minh ward; the detailed planning of the urban embellishment and development of residential area of ​​group 12, Yen Ninh ward. It is known that among the detailed planning projects, some investment projects have been and are being implemented, such as the Dong Tam Park project; the new urban area of ​​Dong Tam ward; Bach Lam urban area, Yen Ninh ward; Bach Lam A urban area and Bach Lam B urban area, Gioi Phien commune; concentrated residential area No. 4B, Van Phu commune, etc.

The leader of the City Urban Management Department said: in 2024, there were 3 urban infrastructure projects of Binh Minh Tay Bac Investment Joint Stock Company, 1 housing business project of HANO-VID Real Estate Joint Stock Company being implemented in Gioi Phien commune; 1 technical infrastructure project of new rural residential area of ​​Tu Lap Construction Company Limited being implemented in Van Phu commune. Through inspection, all investor units strictly complied with the planning project approved by competent authorities.

In addition, the city has strengthened its strict management of planning. However, in reality, the review of the situation and land use needs in planning of communes and wards is still limited, not resolving the development orientation and current usage status, causing delays in planning adjustment...

Strengthening construction management in the area, managing urban order associated with strong innovation in administrative procedure reform, in 2024, the City People's Committee issued 815 permits to build individual houses for households; 12 construction permits for organizations, 19 permits to build technical infrastructure works for investors, 13 works connecting telecommunications, electricity and water infrastructure.

The city government has directed the implementation of shortening the time for granting construction permits, from 7 to 10 days on average from the date of receiving a complete dossier with all required procedures instead of 15 days as before, creating favorable conditions for people. Inspecting construction activities in the area in the past year, the city and local authorities discovered and handled 16 cases of illegal construction; of which, 4 cases were requested to dismantle and committed to dismantle the construction.

On new roads and streets in the city, urban order violations are under control, with no new occurrences. The city has organized 363 campaigns to handle urban order violations. Thereby, urban order work and construction activities in the area have clearly changed, gradually becoming orderly. Many civilized streets and routes have reduced cases of corridor order violations by over 80%, and at times maintained at over 90%.

Vice Chairman of the City People's Committee - Phung Tien Thanh said: determining that planning must be one step ahead as a driving force for sustainable socio-economic development, on the basis of strategic development orientations in the overall sectors and fields, the city assigned the Urban Management Department to preside over and coordinate with the City Department of Natural Resources and Environment, communes and wards to proactively review all planning and land use plans in comparison with construction plans during the period to evaluate and synthesize the contents that are still inadequate and not unified and synchronized to provide documents to the assigned investor to develop the master plan of Yen Bai city until 2050 to ensure consistency, suitability with the current situation, creating convenience in the process of management and implementation according to the plan. Prioritize the allocation of capital sources to invest in detailed urban construction planning and rural residential network planning as a basis for introducing locations, granting planning certificates, considering and approving investment projects and granting construction permits, improving the feasibility of projects.

Accordingly, in 2025, the city will direct the synchronous implementation of measures; focus on announcing and publicizing construction planning so that people know, implement and supervise the implementation of the planning; strengthen administrative reform, reduce unnecessary procedures in the licensing process, promptly detect and thoroughly handle acts of illegal construction. In particular, enhance the responsibility of individuals, Party committees and grassroots authorities; in which, the Chairman of the People's Committee of communes and wards is responsible to the Chairman of the City People's Committee for the increase in violations in the field of planning management, urban construction, urban order, etc.
