Yen Bai improves the effectiveness of social supervision and criticism activities

Yen Bai - Implementing the Party's guidelines, policies and regulations of the State; and directives and instructions of the Central Committee of the Vietnam Fatherland Front (VFF), in recent times, the work of supervision and social criticism (SMP) carried out by the Provincial VFF Committee and socio-political organizations has gradually gone into depth, with focus and key points.

In the period of 2019 - 2024, the Vietnam Fatherland Front and socio-political organizations at all levels organized over 1,900 supervisions; of which, the provincial level organized 40; the district level organized 179; and the commune level organized 1,706. The supervision content is directly related to the socio-economic life of union members, association members and people such as the implementation of national target programs; implementation of the Grassroots Democracy Charter; receiving citizens, handling complaints, denunciations, petitions and reflections of citizens; implementing policies for union members, association members and people according to the provisions of law; handling and responding to petitions of voters and people after sessions of People's Councils at all levels; the election of deputies to the National Assembly and People's Councils at all levels...

Along with the supervision of the Vietnam Fatherland Front and socio-political organizations at all levels, the supervision activities of the People's Inspection Committees and Community Investment Supervision Committees have also been effective, closely following the practical situation of the locality. In the period of 2019 - 2024, the People's Inspection Committees of communes, wards and towns organized over 2,700 supervisions; the Community Investment Supervision Committees supervised over 2,700 investment projects.

The supervisions focus on resolving people's recommendations and reflections; mobilizing people's resources to participate in new rural construction; building traffic infrastructure works and cultural houses from the state budget and people's contributions; managing and using funds contributed by people...

Through the monitoring activities of the Vietnam Fatherland Front and socio-political organizations at all levels, a number of shortcomings and inadequacies have been promptly discovered, such as the collection of fees from individuals and households in rural areas for the first issuance of land use right certificates that are not in accordance with the Government's decree and the resolution of the Provincial People's Council; inadequacies in the process of pricing compensation for land, trees, crops, and architectural works when the State reclaims land; inadequacies and difficulties in implementing policies and regimes for workers due to the impact of the Covid-19 epidemic; limitations in the process of receiving and handling complaints, denunciations, and reflections from citizens; late payment of social insurance and health insurance for employees by enterprises; limitations in state management of ensuring food hygiene and safety... Since then, the Vietnam Fatherland Front and socio-political organizations at all levels have proactively and promptly made recommendations to Party committees and authorities at all levels to have timely directive measures to adjust and supplement mechanisms under their authority and solutions to remove difficulties and obstacles.

At the same time, from 2019 to present, the Vietnam Fatherland Front and socio-political organizations at all levels have held 32 social security conferences; of which, the Vietnam Fatherland Front and socio-political organizations at the provincial level held 13 conferences; and at the district and commune levels held 19 conferences.

The content of the criticism focuses on the draft resolutions of the Provincial People's Council on promulgating and implementing policies and projects; including drafts of a number of important policies that have a profound impact on social life such as: draft Resolution on prices of medical examination and treatment services not covered by the Health Insurance Fund in State medical examination and treatment facilities; draft Resolution on Land Use Planning for the period 2021 - 2030, with a vision to 2050 at the district level; draft Resolution on Regulations on prices of medical examination and treatment services not covered by health insurance...

In addition, the Standing Committee of the Vietnam Fatherland Front Committee and socio-political organizations at all levels have organized to collect comments on over 1,300 draft documents of the central and provincial governments such as: Law on Implementing Democracy at Grassroots Level; Amended Land Law; Housing Law; Law on Real Estate Business; Law on Amending and Supplementing a Number of Articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes, etc.

Mr. Phung Quang Huy - Standing Vice Chairman of the Provincial Fatherland Front Committee expressed: "With the viewpoint that supervision and social security must come from practice, focusing on issues that people and society are interested in, contributing to consolidating and promoting the strength of the great national unity bloc, firmly consolidating people's trust in the leadership of the Party and authorities at all levels, in the coming time, the Fatherland Front and socio-political organizations will strongly innovate supervision methods. In particular, strengthening thematic supervision and social security activities for major policies with far-reaching impacts, directly affecting the rights and legitimate interests of union members, members and people. At the same time, focusing on improving the quality of collecting and synthesizing opinions and recommendations in supervision and social security to ensure objectivity, honesty, full legal basis, scientific basis and practice; regularly monitoring, urging and supervising the reception and settlement of opinions and recommendations after supervision and social security for until the final results are achieved, especially for issues related to the legitimate rights and interests of union members, association members and people".

Many quality, accurate, legally-based, feasible and practical comments have been accepted by the drafting agencies. The organization of comments and suggestions from the Vietnam Fatherland Front and socio-political organizations at all levels in the province has promoted the intelligence of many organizations and individuals representing the people in the process of building mechanisms and policies. Thereby, contributing to improving the quality, feasibility and effectiveness of documents before submitting them to competent authorities for approval, improving the effectiveness and efficiency of management and administration of authorities at all levels in all fields.
