On October 6, at the Provincial Party Committee Headquarters, a high-ranking delegation from Vientiane Capital, Lao People's Democratic Republic, led by Comrade Athsaphangthong Siphandone, Member of the Central Committee of the Lao People's Revolutionary Party, Deputy Secretary of the City Party Committee, Mayor of Vientiane Capital, paid a courtesy visit to the leaders of Ninh Binh province.
Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting and worked with the delegation. Also attending were Comrade Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Departments: Planning and Investment, Culture and Sports, Tourism, Provincial Party Committee Office, Provincial People's Committee Office, Provincial Industrial Park Management Board, Hoa Lu University.
At the reception, on behalf of the provincial leaders, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council expressed his joy and excitement to welcome the Deputy Secretary of the City Party Committee, Mayor of Vientiane Capital and the working delegation to visit and work in Ninh Binh.
He also gave an overview of the socio-economic development of Ninh Binh province. Accordingly, Ninh Binh is proud to be the birthplace of the three dynasties Dinh - Tien Le - Ly, the place where the first centralized feudal state of Vietnam was formed, with a rich history, culture and revolution, especially the Trang An Scenic Landscape Complex, a World Cultural and Natural Heritage - the first mixed heritage of Vietnam and Southeast Asia.
The economic structure of the province is increasingly shifting positively, the province has balanced its budget. Ninh Binh also has many potentials and advantages to develop tourism and tourism is gradually becoming a key economic sector. Currently, in the province, 100% of communes and 100% of districts and cities have met the new rural standards and completed the task of building new rural areas. Ninh Binh province strives to be recognized by the Central Government as a new rural province by 2025.

Ninh Binh is also proud to be a locality with achievements in education and training, having been in the top 2 and top 3 of the country for many consecutive years in terms of average scores in high school graduation exams. Culture and health have achieved many positive results.
Regarding the relationship between Ninh Binh and Lao localities, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said: The province has had a cooperation and development program with Udomxay province for many years and regularly visits, exchanges and shares in various fields, especially culture and education... Every year, Hoa Lu University of Ninh Binh trains many Lao students...
The province also always pays attention to the work of building a clean and strong Party, government and political system from the province to the grassroots. Through the mid-term review of the 22nd Provincial Party Congress, term 2020 - 2025, Ninh Binh has achieved and exceeded many targets set by the Congress Resolution.
He expressed his hope that the relationship between Ninh Binh province and Vientiane capital will develop further, contributing to strengthening the relationship and solidarity between Vietnam and Laos. He also wished the delegation a meaningful and successful visit and work in Ninh Binh.
On behalf of the Vientiane Capital delegation, Deputy Secretary of the City Party Committee, Mayor of Vientiane Capital Athsaphangthong Siphandon respectfully thanked the warm and respectful reception of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and leaders of Ninh Binh province for the delegation.
Expressing his impression and congratulating the important achievements in socio-economic development that Ninh Binh has achieved in recent times, especially impressed with the beauty of the land and people here, he also briefly introduced the characteristics, socio-economic situation and development orientation of the capital Vientiane.
At the same time, he affirmed that the two localities have great potential to further promote this good cooperative and friendly relationship and this visit aims to continue the results of the meeting and working session between the Secretary of the Central Committee of the Lao People's Revolutionary Party, Secretary of the City Party Committee, Chairman of the People's Council of Vientiane Capital with the Secretary of the Ninh Binh Provincial Party Committee in 2022, thereby organizing the implementation of the contents that the two sides have agreed on and moving towards signing a memorandum of cooperation between the two localities, contributing to bringing efficiency and benefits to both sides and strengthening the relationship and solidarity between Vietnam and Laos.
He wished Ninh Binh province to continue to develop strongly, continue to successfully implement the Resolution of the 13th National Congress of the Communist Party of Vietnam and the goals set by the province. He wished the relationship between Vietnam - Laos and Ninh Binh province - Vientiane capital to be increasingly better.
On this occasion, on behalf of the leaders of Ninh Binh province, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council presented the working delegation with a photo of the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex.
