According to initial information, at around 11:30 p.m. on August 19, on Giai Phong Street, Giap Bat Ward (Hoang Mai), a collision occurred between two motorbikes, resulting in one death and three injuries. The deceased victim was identified as a conscript working for the Hanoi City Police.

At that time, a young man born in 2004, from Nghe An, QVN, was riding a motorbike with another young man (identity unknown). When reaching the house number 773 Giai Phong Street, the motorbike collided with a motorbike carrying 2 people: BNH, born in 2004, a Private First Class, and NND, born in 2002, a Corporal; both were from Hanoi and were conscripted police officers. As a result, BNH died on the spot, the remaining 3 people were injured and are being treated at Bach Mai Hospital.
At the scene, two motorbikes were badly damaged, one of which had a broken neck. Debris was scattered on Giai Phong Street.
Earlier, on the morning of August 19, a serious traffic accident occurred at Kim Chung overpass, Kim Chung commune, Dong Anh district (Hanoi). At the scene, authorities discovered a motorbike and two bodies. The cause of the accident is currently unknown, and the identities and other vehicles involved in the incident have not been verified.
After receiving the report, Dong Anh District Police coordinated with functional forces to be present at the scene to clarify the incident.
